Attachment 4 - FA441720Q0021

ADDENDUM TO FAR 52.212-2 EVALUATION - COMMERCIAL ITEMS

1. EVALUATION FACTORS FOR AWARD

This acquisition will utilize the Lowest Price Technically Acceptable (LPTA) evaluation approach. The award will be made to the lowest priced offeror who has been determined to be technically acceptable. The evaluation factors are described below:

Factor 1: Price

Factor 2: Technical

The evaluation approach does not permit tradeoffs between price, cost, and past performance. It will include an evaluation for technical acceptability.

2. SYNOPSIS OF EVALUATION

The first step of the evaluation process is to rank each offeror by price from lowest to highest.

The Government will then ensure the lowest priced quote adheres to all submission requirements IAW the Attachment 3, Addendum to 52.212-1 and proceed to evaluate the lowest priced responsive offeror’s Technical Submission. If the lowest offeror’s Technical Submission is deemed acceptable, the offeror is determined responsible, and the price is determined fair and reasonable, then the Government will proceed to award to this offeror and no further evaluations will be conducted.

If the lowest offeror receives a technical rating other than acceptable, the Government will follow the same evaluation method for the next lowest offeror until an offer is found with a rating of acceptable or until all quotes have been evaluated. During all stages of the evaluations, the Government reserves the right to engage with one or multiple offerors, but is not required to do

so. Therefore, offerors should provide their best available pricing in their initial quote.

3. PRICE EVALUATION

To receive an acceptable rating for the Price Factor, the offeror’s price must 1) adhere to all requirements of 52.212-1 and accompanying addendum and 2) be determined fair and reasonable.

Total price will be calculated by totaling all CLINs inclusive of all option years and the option to extend services IAW FAR 52.217-8. FAR 52.217-8 will be included in the price evaluation by adding 50% of the value of each CLIN in option year four to the total price. This amount is for evaluation purposes only and will not be included in the awarded contract value. Prices will be rounded off to two decimal points. Total price will be evaluated for price reasonableness IAW at least one of the methods indicated in FAR 13.106-3(a).

4. TECHNICAL EVALUATION

The Government’s technical evaluation team will evaluate the technical proposal based on an acceptable or unacceptable basis. Offerors must receive a rating of “Acceptable” in all subfactors to receive an overall rating of Technically Acceptable. The subfactors are as follows:

Attachment 4 - FA441720Q0021

Subfactor 1: Emergency Response Plan

Criteria: The offeror shall submit a plan explaining how emergency responses will be completed within the required four-hour response time.

Technical Merit: To receive an Acceptable rating for this subfactor, the offeror must adequately demonstrate reasonable approach on how the contractor will respond to an emergency with the required four hours as detailed in the PWS paragraph 1.1.

Subfactor 2: Accident Prevention Plan

Criteria: The offeror shall submit a plan detailing the procedures and methods to be utilized in response to spills, hazardous or non-hazardous.

Technical Merit: To receive an Acceptable rating for this subfactor, offeror must adequately demonstrate the approach in the methods and procedures utilized in response to a spill at the job site as detailed in the PWS paragraphs: 4.5; 4.5.2; and 4.5.3.

Subfactor 3: Company Safety Plan

Criteria: The offeror shall submit detailed plan identifying hazards and safety precautions associated with this contract.

Technical Merit: To receive an Acceptable rating for this subfactor, the offeror must adequately demonstrate the approach in identifying and detailing all hazards and safety precautions associated with this contract as detailed in the PWS paragraphs: 4.5.1; 4.5.2; and 4.5.3. This submission shall include compliance to company's employees and subcontractors associated with the contract.
