52.212-2 EVALUATION--COMMERCIAL ITEMS (OCT 2018)
(a)The Government will award a contract resulting from this solicitation to the responsible vendor whose quote conforming to the solicitation will be the best value to the Government, price and other factors considered. The following factors shall be used to evaluate quotes:

ADDENDUM TO FAR 52.212-2:
Best value is expected to result from selection of the technically acceptable quote with the lowest evaluated price.
By submission of its quote, the vendor accepts all solicitation requirements, including all technical requirements and terms and conditions. Failure to conform to solicitation requirements may result in a quote being determined not awardable without further evaluation. The evaluation criteria are detailed below:
Factor 1 - Price. The total evaluated price will be determined by based on the extended price for Line Items 0001, 0002 and 0003. Before a contract may be awarded, the contracting officer must determine the price fair and reasonable per FAR 13.106-3.
This RFQ contains Three (3) line items on a firm fixed price basis. CLINS 0002 and 0003 are optional CLINS.
Funding may be added to the contract as it becomes available. Please ensure all pricing is valid until 30 September 2020.
Factor 2 Technical -. The purpose of the technical factor is to assess whether the vendor’s quoted item meets all of the provided salient characteristics for the required item. Each vendor’s quote will be evaluated against technical requirements and will be assigned a rating of “acceptable” or “unacceptable.”
Rating Description:
“Acceptable” - Quote clearly meets the minimum requirements of the solicitation.
“Unacceptable” - Quote does not clearly meet the minimum requirements of the solicitation.
The quote will be determined technically acceptable if it meets the following salient characteristics:
These Fairbank Morse fire pumps are centrifugal single stage-split case pumps, with a 6-inch inlet/outlet, a maximum Positive Suction of 20.0 PSI, a Net Pressure at 150% Rated Capacity of 125.0 PSI, a pump rating of 2000 GPM, at a Maximum Pressure of 125 PSI (with a Net Pressure of 145.4 PSI) and 2100 RPM.
