PERFORMANCE WORK STATEMENT
FOR THE
REPAIR FIRE PUMP, B524
AT
ALTUS AIR FORCE BASE, OKLAHOMA

BACKGROUND:
B524 Pump House initially had four (4) Fairbank Morse pump units and they were installed circa 1972. B524 Pump House was upgraded to six (6) pump units in 1997.
These Fairbank Morse fire pumps are centrifugal single stage-split case pumps, with a 6-inch inlet/outlet, a maximum Positive Suction of 20.0 PSI, a Net Pressure at 150% Rated Capacity of 125.0 PSI, a pump rating of 2000 GPM, at a Maximum Pressure of 125 PSI (with a Net Pressure of 145.4 PSI) and
2100 RPM.
SCOPE:
The scope of this project is to replace one fire pump unit. This includes the diesel engine, the controller, the diesel fuel tank and the fuel line piping (IAW NFPA 20 Section. 11.4.4). The new pump unit, diesel fuel tank and fuel lines shall be tested and certified (per applicable codes) prior to returning to service. The options to replace additional pump units will include everything listed above.
I – DESCRIPTION OF WORK:
A - DEMOLITON
A-1 – Pump Unit:
a. Perform required site visit(s) to verify work required according to the documents provided and obtain field information for basis of proposal and work plan. Note and address any discrepancies prior to proposal submittal.
b. Remove the existing controller, pump and skid associated with pump motor #2.
c. Remove the associated conductors and retain the conduits.
d. A pump unit consist of a diesel engine, a pump and a controller.
A-2 – Diesel Fuel Supply Tank:
a. Drain the diesel fuel from the tank, disconnect the existing diesel fuel tank and discard of it off-site per Air Force, Federal, State and Local regulations.
b. Proper safety precautions shall be undertaken to prevent accidental ignition.
c. Remove the existing tank’s support leg and discard them.
A-3 – Tank Connections – Fuel Copper Piping – Fuel Type:
a. Demolish the existing supply and return Copper fuel lines connecting the tank to the diesel engine.
B - NEW WORK
B-1 – Pump Unit:

a. Provide a new fire pump unit #2 per NFPA 20, NFPA 72 and UFC 3-600-01standards.
b. The new fire pump unit at all location shall be selected based on the flow characteristics of all the hangars supplied by the pumps.
c. Connect the new suction and discharge fire pump’s openings to the existing piping network.
d. The fire pump shall perform at a minimum, rated and peak loads without objectionable overheating of any component.
e. The fire pump units shall be listed for fire protection service.
f. All the engine signals (Alarm, Supervisory and Trouble) shall be reported to the engine control panel and transmitted to the Fire Control Panel (FCP).
g. The structure or panel shall be securely mounted in, as a minimum, a NEMA Type 2 drip proof enclosure; or an enclosure with an ingress protection (IP) rating of IP 31.
h. The fire pump, diesel engine and fire pump controller shall be attached to their foundations with materials capable of resisting applicable seismic loads.
i. Enclosures shall be electrically grounded.
j. Provide two storage battery units (battery unit A and battery unit B) that are sized based on the calculations of the manufacturer; and have the capacity to carry the load for 72 hrs.
k. Provide certified shop test curves showing head capacity and brake horsepower of the pumps.
l. Provide engine’s nameplate (made of corrosion resistant material) indicating the horsepower rating available to drive the pump at any flow, including flows beyond 150 percent of the rated capacity.
B-2 – Diesel Fuel Supply Tank:
a. Provide a new double wall fuel tank. The fuel supply tank shall be designed and constructed in accordance with recognized engineering standards.
b. Provide new tank support legs; the tanks shall be securely mounted on noncombustible supports
c. Reconnect the tank and piping to the new pump units.
d. The fuel supply tank shall have a capacity at least equal to 1 gallon per hp, plus 5 percent volume for expansion and 5 percent volume for sump.
e. Provide new saddle supports for the tank.
B-3 – Tank Connections – Fuel Piping – Fuel Type:
a. Provide a fill connection for the new tank.
b. Fill pipe that enters the top of the tank shall terminate within 6 in. (152mm) of the bottom of the tank and shall be installed to minimized vibration.
c. Provide a 1-inch (25 mm) NPT drain connection located in the lowest point of the tank.
d. Provide a vent connection to the tank.
e. Provide a fuel supply and return connections to the tank.
f. The fuel supply (suction) pipe connection shall be located on the tank so that 5 percent of the tank volume provides a sump volume not usable by the engine.
g. Provide a flame-resistant reinforced flexible hose with a 30-minute fire resistance rating equal to ISO 15540, Fire Resistance of Non-Metallic Hose Assemblies and Non-Metallic Compensators-

Test Methods and a pressure rating no less than 2 times the fuel supply and return working pressure with threaded connections shall be provided at the engine for connection to fuel system piping.
h. The tank shall have a fuel level connection.
i. The interstitial space between the shells of the double wall diesel fuel storage tank shall be monitored for fuel leakage and annunciated by the engine drive controller; and the monitored signal shall be of the supervisory type.
j. The fuel piping shall be installed per the manufacturer’s recommendations.
k. Provide a manual shut off valve within the tank fuel supply line.
l. The type and grade of diesel fuel shall be as specified by the engine manufacturer.
m. The grade of fuel shall be indicated on the engine nameplate.
n. The pump, tank and piping shall be bonded and grounded.
o. Electrically isolated section of metallic piping or equipment shall be bonded and grounded to prevent hazardous accumulation of static electricity.
Testing, Inspection and Commissioning:
a. Prior to commissioning, the contractor shall perform field testing, hydrostatic test and flushing.
b. All electrical wiring to fire pump motors, pump controls and jockey pump shall be checked prior to initial startup.
c. All alarms should be connected to the FCP and tested prior to commissioning.
d. Provide a manufacturer’s certified pump test curve.
e. The contractor to provide a copy of the “Contractor’s Material and Test Certificate for Fire Pump
Systems”.
f. Provide copies of test reports, record drawings and other manuals and spare parts/tools to CE.

II – PROJECT REQUIREMENTS:
a. The Contractor shall facilitate a kickoff meeting (to be held in person or by phone) within 10 days of contract award with the contracting officer and key technical personnel to verify work required, obtain any further documentation needed, and plan subsequent site visits for data gathering purposes.
b. The contractor shall notify the contracting officer a minimum of 5 working days prior to scheduling non-duty work hours or days and obtain permission to do so
c. The Contractor shall furnish all superintendence, materials, labor, equipment, mobilization and incidentals required for the removal and installation necessary to replace the two existing fire pumps located at B524, Altus AFB, OK. Refer to the Technical Specifications, PART 1- GENERAL FOR DETAILED DESCRIPTION OF THE PROJECT SCOPE OF WORK. The project specifications are hereby incorporated into these Documents.
d. The Contractor shall coordinate with the facility manager for the equipment/materials lay down area prior to start of construction of the project.
e. The Contractor shall be responsible for disconnecting and reconnecting all utilities that are impacted as part of this contract.
f. The Contractor shall remove and replace any and all items / objects that may be in the way.
g. Should there be a hot work requirement of any kind i.e. cutting, welding, grinding or any flame or spark producing work the agency/company shall obtain the required permit prior to work performance.
h. Any products to be installed are to be new and made in the USA.
i. Work plans and constructions shall adhere to accepted engineering standards and be in compliance with ASTM guidelines, ANSI guidelines, the Unified Facility Criteria (UFC), the Architectural Barrier Act (ABA), the Unified Facilities Guide Specifications (UFGS), the Air Force Instruction (AFI), the National Fire Protection Association (NFPA) standards, and the state and local codes
j. Clean up of jobsite shall be performed daily, and picture evidences submitted daily.

III – ENVIRONMENTAL AND HAZARDOUS MATERIAL/WASTE (HM/W):
Hazardous Materials (HM) are defined in 49 CFR 172.101 and 40 CFR 301-304. Absolutely no HM shall be brought onto AAFB until that material is authorized for use by the Civil Engineer Environmental Element at
(580) 481-7156. The Contractor shall submit a list of chemicals with attached Material Safety Data Sheets (MSDS) and other supporting documentation for each HM prior to their use to the Environmental Element. The Contractor shall take appropriate actions to comply with waste minimization and pollution prevention practices and policies.
IV – SPILL CONTROL:
The Contractor shall maintain spill control material on hand at all times sufficient to contain a worst-case spill, both volume and hazard level. Contractor is responsible for disposal of all material used during spill clean-up. Materials must be disposed of IAW local, state and/or federal regulations. If the Contractor spills or releases any hazardous substances/ hazardous waste into the environment, the Contractor shall immediately report the incident to the Fire Department and the COR/CO. The Contractor shall be liable for the costs of clean up and remediation of any spills or the release of such substances into the environment.
V – HOURS OF OPERATION:
The Contractor shall perform onsite work during normal duty hours which are 0730 to 1700, Mondays through Fridays, excluding the following Federal holidays:

VI – BASE CLOSURES:
Work scheduled but not accomplished because of base closure due to weather, exercises, or actual alert, will be accomplished as soon as possible after reopening the base.
VII – SECURITY REQUIREMENTS:
While on Altus AFB, the Contractor shall comply with Altus AFB security measures. These regulations are available for review in the contracting office. Security and base access requirements are contained in clause 5352.242-9000 “Contractor Access to Air Force Installations.” Contract employees will be required to obtain and display identification badges.
Contractor’s employees shall provide information to assist in the completion of background checks for employees requiring access to Altus AFB. This information shall consist of, but is not limited to: full name (first, middle, last), social security number, date of birth, address, driver’s license number and state of issue, number of years residency in the state of Oklahoma and Jackson County. This information will be protected under the procedures listed in the Privacy Act of 1974. A background check must be completed prior to unescorted access while on Altus AFB. If the background check reveals a Contractor employee or prospective employee with an adverse criminal history or as a potential threat to the health, safety, operational mission of the installation, then the Government reserves the right to restrict or deny access to Altus AFB for that individual.

Contractor Badges:
The Contractor is responsible for tracking and retrieving badges from employees upon their separation, termination and/or completion of business on Altus AFB, OK. Badges from employees who are no longer employed on the contract must be retrieved and turned in to the COR within 30 days of the individual’s separation or termination. Employees who abuse their badge privileges by attempting base access beyond the dates, times, locations or specified work and other limitations may be subject to revocation of base access. Businesses may lose base pass privileges if they fail to control use of the badges or do not return them upon completion of use. Failure to control or turn in badges may result in contract termination or a decision not to exercise the option periods of this contract.
Anti-Terrorism:
Altus AFB has an antiterrorism program that is responsible for helping secure and protect the base and its personnel from terrorist attacks. As a Contractor working on Altus AFB, you and your sub-contractors are required to obey all orders from Security Forces and adhere to all security measures implemented as a result of Force Protection Condition changes (security posture changes). Additionally, you and your sub-contractors are expected to report to base security forces (481-7444) any suspicious activities, packages or items you see while conducting work on Altus AFB. Suspicious activities could include personnel conducting surveillance of the installation, unauthorized personnel requesting access to the installation or somebody asking a lot of questions about the base. In an effort to help familiarize you, your employees and sub-contractors about antiterrorism, Altus AFB has an antiterrorism binder with all of the pertinent information for awareness training available for review at the Pass and Registration Office located at the south gate (building #428) of Altus AFB, Oklahoma.
Performance of Service During Crisis or Heightened Security:
Services at AAFB are not considered mission essential and limited service will not continue in the event of a crisis or heightened security caused by a national emergency, natural disaster or other cause, as necessary, in support of the Air Force mission. Contractor employees with approved background checks will be allowed access to the base for performance of work, except during “Charlie” conditions. If the “Charlie” condition exists for an extended duration, some services may be required. The CO may direct that services continue on a case-by-case basis
