About this file

This document provides evaluation factors for a blanket purchase agreement solicitation for mortuary services issued by the Uniformed Services University of the Health Sciences. Key details include that the solicitation seeks to establish a five-year BPA for mortuary services including but not limited to the university's anatomical gift program, with a period of performance from May 1, 2024 to April 30, 2029. Technical experience will be evaluated as the most important factor, followed by price and then past performance as the least important factor. Quotes will first be compared based on technical experience, and if any are equally rated, price will determine the selection.

HU000124Q0011 Evaluation Factors

Evaluation

IAW FAR Clause 52.212-2 (Evaluation Factors), the government intends to award a five (5) year Blanket Purchase Agreement (BPA) contract to the offeror representing the best value to the government based on the evaluation factors listed below. The government will conduct a trade-off evaluation between non-price and price factors. The Government is not required to award to the lowest priced offeror or the highest technically rated offer. Please see below for additional details.

The government reserves the right to award without discussions.

Evaluation Factors

● Technical – Offerors must provide documentation which demonstrates the capabilities of the required services. At a minimum, the documentation must demonstrate how the technical quote meets the requirements of the Statement of Work (Attachment #1).

The Government reserves the right to perform a site visit to the vendor’s proposed location to determine suitability of facilities for performance of the required services.

● Price – Offerors must include all applicable pricing (Example: Components, Shipping) in their quote. The Offeror must provide sufficient detail to explain how they arrived at the price. The total proposed price will be the overall evaluated price.

● Past Performance – IAW FAR 13.106-2(b)(3), if using price and other factors, formal evaluation plans, establishing a competitive range, conducting discussions, and scoring offers are not required. Contracting offices may conduct comparative evaluations of offers, including the evaluation of other factors, such as past performance. The Government will consider the relevancy of past performance information available (per DoDIG definition: relevant regarding a contractor’s actions under previously awarded contracts), source of the information, context of the data, and general trends in the offeror's performance. Although Past Performance information will not be scored, the lack of a relevant performance record will neither be used to the advantage or disadvantage of the offeror.

How Quotes Will Be Evaluated

Technical Experience is more important than Price and Past Performance. Past performance is the least important evaluation factor. In cases where two or more quotes are equally rated in Technical Experience, Price will be the determining factor.
