Addendum to 52.212-2 Evaluation-Commercial Items
1. EVALUATION FACTORS FOR AWARD
The Government will utilize comparative evaluations IAW FAR 13.106-2(b)(3) considering price, technical and past experience. Using this method, only those quotes receiving an acceptable price evaluation and an acceptable technical evaluation will be compared to one another to determine best value to the Government. The Government will consider submitted past experience as part of the best value determination, but will not individually evaluate past experience based on a set Government standard. Quoters must receive an acceptable price and technical evaluation as the minimum criteria to enter into the comparative evaluation stage at which point the quoters’ that received an acceptable price and technical rating will be compared to other acceptable quoters’ price and technical considering past experience.
During all stages of the evaluations, the government reserves the right to enter into interchanges with one or multiple quoters, but is not required to do so. Therefore, respondents should provide their best available pricing in their initial quote. While we strive for maximum objectivity, the evaluation process is inherently subjective.
2. SYNOPSIS OF EVALUATION
Step 1: Review each quoters’ price submission for adherence to Addendum to 52.212-1.
Step 2: Quotes receiving an acceptable rating for price will be evaluated for technical acceptability
Step 3: Quotes receiving an acceptable price and an acceptable technical rating will be compared to one another based on price, technical, and past experience.
Step 4: With price, technical and past experience considered, make award decision based on the quote that presents the most advantageous offer to the Government.
3. PRICE EVALUATION
The quoter’s submission must receive an ‘Acceptable’ price rating. This price factor will be evaluated on an acceptable/unacceptable basis defined as follows:
Acceptable: Quoter’s price submission adheres to the requirements in this price factor, adheres to the requirements of the solicitation.
Unacceptable: Quoter’s price submission does not adhere to the requirements in this price factor, or does not adhere to the requirements of the solicitation.
To be eligible for award, the quoter’s price submission must 1) adhere to all requirements of 52.212-1 and accompanying addendum and 2) be able to be determined fair and reasonable in accordance with one of the methods in FAR 13.106-3. Total price will be calculated by totaling all CLINs inclusive of all option years and the option to extend services IAW FAR 52.217-8. FAR 52.217-8 will be included in the price evaluation by adding 50% of the value of each CLIN in option year four (CLIN 4001, 4002) to the total price. This amount is for evaluation purposes only and will not be included in the awarded contract value. Prices will be rounded off to two decimal points. Total price will be evaluated for price reasonableness.
4. TECHNICAL EVALUATION
To receive an acceptable rating for the Technical Factor, the quoter’s submission must receive an
‘Acceptable’ rating for Subfactor 1 and Subfactor 2. This technical factor will be evaluated on an acceptable/unacceptable basis defined as follows:
Acceptable: Quoter’s technical submission adheres to the requirements in this technical factor, adheres to the requirements of the solicitation, and demonstrates understanding of the requirement.
Unacceptable: Quoter’s technical submission does not adhere to the requirements in this technical factor, or does not adhere to the requirements of the solicitation, or does not demonstrate an understanding of the requirement.
Subfactor 1 – Instructor Experience
Quoters shall submit credentials of primary and additional instructors meeting or exceeding the following minimum requirements:
1) Primary instructor
a. Minimum of 10 years combined training in combatives/martial arts and at least one certification in one of the following disciplines: Modern Army Combatives Program, Special Operations Combatives Program Instructor, Marine Corps Martial Arts Program, Close Quarters Defense, or Krav Maga.
b. Minimum of five years’ of teaching/instructional experience
c. Minimum of 3rd degree Black Belt in Jiu-Jitsu, Brazilian Jiu-Jitsu, Mixed Martial Arts, or
Hapkido
2) Additional Instructors
a. Minimum of 3 years combined training in combatives/martial arts
b. Minimum of one year of teaching/instructional experience
c. Minimum of a 1st degree Black belt or equivalent
This submission shall not exceed three pages in total.
The quoter will be rated ‘Acceptable’ for this Subfactor if the instructor credentials meets or exceeds the above minimum requirements.
Subfactor 2 – Two Sample Syllabus
Quoters shall submit two sample syllabus encompassing the learning objectives and class size requirements as stated in PWS 1.4-1.5. The two sample syllabus must incorporate offensive/defensive tactics using basic combatives techniques when engaged in hand-to-hand combat in combatant/non-combatant operations. The sample syllabus shall not exceed four pages.
The quoter will be rated ‘Acceptable’ if the two syllabus reasonably demonstrates understanding of the requirement by organizing and describing a sample training schedule including the following:
1) Sample syllabus for 40 hour block of instruction.
a. Syllabus must provide a breakdown of the five day course of instruction covering 40 hours of training which encompasses the skills/techniques described in the PWS section 1.4 through
1.4.1.2.12 to include the specific type of martial arts discipline taught (i.e. Jiu-Jitsu, Brazilian
Jiu-Jitsu etc.) The syllabus must adhere to the class size requirements identified in the PWS section 1.5.
2) Sample syllabus for 32 hours of continuous/maintenance training (broken down in to one hour blocks of instruction).
a. Syllabus must provide 32 hours of instruction broken down into one-hour blocks of the provided training which encompasses the skills/techniques described in the PWS section 1.4 through 1.4.1.2.12 to include the specific type of martial arts discipline (i.e. Jiu-Jitsu, Brazilian
Jiu-Jitsu etc). The syllabus must adhere to the class size requirements identified in the PWS section 1.5.
