About this file

This document is an Evaluation Criteria attachment for solicitation 1240BH26Q0007, titled "GAOA MGVC Deferred Maintenance Phase 1." The Government will evaluate quotations using comparative analysis methodology to determine best value, with award made to the offeror providing the greatest value rather than necessarily the lowest price.

Offerors must submit technical responses addressing three primary evaluation factors. Factor 1 requires detailed resumes for the Project Manager and Site Superintendent, demonstrating skill level, years of experience, and relevant classification. Factor 2 requires submission of relevant projects completed within the last six years with similar scope and complexity, including at least two projects successfully performed in coastal Southeast or Southcentral Alaska within communities not located on road systems. Submissions must include project name, location, work description, dollar value, and project owner contact information. Factor 3 requires a detailed description of the planned approach to performing work, specifically addressing equipment and material delivery methods, off-site debris disposal procedures, sequence of major construction milestones (utility work, addition construction, HVAC replacement, heating oil system decommissioning, flooring, and stone repointing), identification and qualifications of the Quality Control manager, submission of a draft Quality Control plan, and a preliminary schedule showing major milestones and completion dates. Government evaluators will apply a Confidence Rating scale—High Confidence (Low Risk), Some Confidence (Moderate Risk), or Low Confidence (High Risk)—to assess vendor understanding of requirements and likelihood of successful performance. Formal tradeoff procedures will not be conducted during evaluation.
