PROTECTS II Special Notice
PROTECTS II Government Objectives:
1. The Government contemplates using two business operating models for execution of work under the PROTECTS BPA and its Task Orders (T.O.s):
a. Managed Security Services Provider (MSSP) support intended to be inclusive of Managed Detection and Response (MDR) services. Work is to be performed at the contractor’s location or at authorized telework/telecommute locations. Work is to be executed using the contractor’s IT assets and delivered and unit priced as a service.
b. On-premises support for Government-provided solutions, with work performed at a government location or authorized telework/telecommute locations using Government-owned IT assets. Should new security solutions be required, the Government will purchase the solution, with the contractor assisting with deployment and authorization to operate the new solution as requested by the Government, but the Government will retain title to any IT assets involved (hardware or software licenses).
All successful offerors on the BPA must be capable of executing both business operating models to deliver all required capabilities defined in the PROTECTS II Performance Work Statement (PWS).
Offers in response to the contemplated RFQ must include pricing against both business operating models.
2. Certain functions within the PROTECTS II program scope require contractor employees to hold clearances governed by the National Industrial Security Program (NISP). The Government expects successful offerors to be prepared to support execution of these functions immediately upon Task Order award. The Government therefore expects all offerors responding to the PROTECTS II Blanket Purchase Agreement (BPA) RFQ to meet all NISP requirements for holding these employee clearances, including having a Top-Secret Facility Clearance (FCL) in compliance with the NISP. Offerors should therefore anticipate the requirement to include their FCL's CAGE Code as part of their response to the PROTECTS II BPA RFQ. Please note the Government does not anticipate a need to store classified information governed by the NISP at the contractor's facility.
