PROVIDING TREASURY ENTERPRISE CYBERSECURITY TECHNOLOGY & SERVICES (PROTECTS) II

Request for Information

13 May 2025

The Government is currently conducting market research for an upcoming requirement. As such, the Government respectfully requests industry respond by completing the company profile listed below as well as to the questions under Part II, Technical Capability. Responses are to be kept to 2 page maximum per answer as templated below.

Part II - Technical Capability

1. Provide an overview of your organization’s experience delivering large-scale, multi-year cybersecurity services within a federal or similarly complex environment. Include scope, scale, and results achieved. Discuss solutions used and experience using the identified solutions.

2. Describe your company’s understanding of the overarching goals and objectives of the Resiliency BPA. How would your team contribute to Treasury’s cyber maturity and long-term resilience objectives?

3. This BPA emphasizes outcome-based execution and innovation over time. How does your organization integrate AI, automation, and zero trust capabilities into cybersecurity services to increase value and reduce manual labor?

4. Treasury is seeking to ensure mission continuity through streamlined program management. Describe how your firm would structure governance, performance tracking, and coordination across multiple concurrent Call Orders.

5. How would your organization ensure rapid scalability to meet surge cybersecurity needs (e.g., incident spikes, executive orders, new compliance mandates)?

6. Treasury expects the contractor to operate across classified and unclassified environments, including systems with COMSEC, PKI, or HVA protections. Briefly summarize your experience managing such hybrid environments securely.

7. Describe your approach to maintaining a cleared, skilled, and agile cybersecurity workforce over a 10-year period, including strategies for hiring, retention, and rapid onboarding.

8. What challenges do you anticipate with a single-award BPA structure for cybersecurity services, and what strategies would you use to ensure mission success across evolving task orders?

9. Please identify existing federal BPAs, GWACs, or large programs your firm currently supports that demonstrate your ability to perform under a similar structure.

10. Treasury seeks vendor partnerships that continuously improve service delivery. What methods (e.g., dashboards, OKRs, quarterly business reviews) would you use to communicate performance and identify improvements?

11. What labor categories would you suggest being included as part of this BPA?

12. What evaluation criteria do you suggest as the most advantageous in conducting a comprehensive technical review of quotes?
