About this file

This document is a presentation for the Defense Manufacturing Readiness Exercise, a Department of War initiative scheduled for June 2026 that aims to assess how private-sector manufacturing capability can be identified, matched to defense production roles, and progressed toward qualified, contractable, and usable production capacity.

The exercise focuses on two primary manufacturing sectors: Group 3 UAS/UAV production ecosystems and munitions wiring harnesses with electrical interconnect assemblies. The scope encompasses design, component, subsystem, assembly, inspection, test, integration-support, and supplier-network functions, with consideration for alternative production approaches including contract manufacturing, distributed production, advanced manufacturing, and producer-to-incumbent teaming. Participation benefits include new market opportunities and growth positioning, development of new business connections, assessment of operational resilience and agility, and potential access to streamlined Department of War funding. The exercise operates in two stages: Stage 1 consists of screening and discovery, where companies submit a questionnaire, undergo government screening, and participate in discovery activities, with potential outcomes including placement in the Manufacturing Readiness Candidate Pool, prototype award consideration, small business readiness award, or no further action. Stage 2 involves prototype development and readiness assessment across five milestones—teaming and production approach, conversion plan and supporting assessments, validation, execution, and readiness assessment—where government participation and continuation at each milestone is determined by Department of War decision. Companies are directed to review the Request for Solutions and Statement of Need, request access to the ATI Acquisition Management Platform at dibc-amp.ati.org/dashboard, and submit responses via www.dibconsortium.org/dibc-rfs-26-02/.
