About this file

This document is a federal contracting provision template (FAR 52.225-2) known as the Buy American Certificate, effective October 2022. The provision requires offerors to certify the domestic content status of end products being supplied under a federal contract. Offerors must certify that each end product, except those specifically listed as foreign end products, qualifies as a domestic end product, and that any domestic end products listed contain critical components as defined in FAR 25.105. The provision applies to supplies and commercially available off-the-shelf (COTS) items.

The template requires offerors to complete three certification sections: identify all foreign end products manufactured in the United States that do not qualify as domestic products, specify the country of origin for each foreign end product, and indicate whether foreign end products (excluding COTS items) exceed 55 percent domestic content. Offerors must also separately list line item numbers for all domestic end products containing critical components. If the percentage of domestic content is unknown, offerors must select "no." The Government will evaluate all offers in accordance with the policies and procedures of Part 25 of the Federal Acquisition Regulation, which governs domestic source requirements and Buy American Act compliance.
