About this file
This document is Amendment 0001 to Solicitation 1240LP26Q0160 for the Grand Mesa Uncompahgre Gunnison National Forest, issued by USDA-FS CSA Intermountain 4 on August 26, 2026, with an effective date of September 1, 2026. The amendment posts questions and answers from potential offerors and does not extend the solicitation due date. Offerors submitting a quote package must sign and date the SF 30 form as acknowledgment of receipt of this amendment prior to the specified deadline.
The solicitation requires the purchase and delivery of three cattle guards per specifications. Key clarifications from the Q&A include: Federal Standard Color 24325 is the required topcoat color; Buy American requirements apply to the identity of finished components (grates, wings, wing posts, and bases); no deviations from specified cattle guards are accepted; contractor scope is limited to delivery only with no installation or site work required; product literature, data sheets, and designs must be submitted with the technical proposal, while the Certificate of Conformance will be submitted post-award; and the U.S. Forest Service will supply the drainpipe. Offerors are required to submit product literature and technical documentation with their quotation package and acknowledge receipt of this amendment to be considered.

Questions and Answers- GMUG Cattle Guards
1.Please clarify which topcoat color requirement governs the solicitation. Attachment 1 and Attachment 2 specify Federal Standard Color 24325, while Attachment 3, HL-93 Cattle Guard Design, Note 12, references SAE-AMS-STD-595 Gray 36231. Please confirm the required color for the cattle guard grates or advise whether either color will be accepted.
Answer: Federal Standard Color 24325 is the correct color.
2. Buy American scope: Please confirm whether the requirement that grates, wings, wing posts and bases be made in the United States applies to all constituent steel, aluminum, concrete, reinforcing steel, timber and hardware, or only to the identified finished components.
Answer: The Buy American scope pertains to the identity of the finished components.
3. Equivalent systems: For an equivalent prefabricated system, may the offeror submit the manufacturer's standard engineering/load-rating certification in lieu of a separate project-specific structural calculation, provided the manufacturer certifies AASHTO HL-93 compliance?
Answer: No deviations of specified cattle guards will be accepted.
4. Bases and delivery: Please confirm that the contractor's scope ends with delivery of the grates, wings and concrete bases, with no installation, excavation, backfill or site work required.
Answer: The contractor’s scope ends with delivery of the cattle guards, wings, posts, and concrete bases to the designated location. No installation or other site work is required.
5. Submittals: Please confirm whether product literature and the manufacturer's Certificate of Conformance are required with the quotation, or may be submitted after award before production, provided the quotation identifies the exact proposed product.
Answer: Product literature, data sheets, designs, etc. are required to be submitted as part of the Technical proposal with your quotation. The Certificate of Conformance will be submitted after award.
6. On the cattle guard drawings, the top left section view shows a 6" minimum drain pipe - are we providing this, and if so, to what dimensions?
Answer: The U.S. Forest Service will supply the drainpipe.
