About this file

This is a Performance Work Statement (PWS) for snow removal services at the Washburn Ranger District, a USDA facility located at 113 East Bayfield Street, Washburn, Wisconsin 54891.

The contractor must provide all labor, supervision, fuel, and equipment necessary to perform snowplowing operations on the office parking lot, employee and guest parking areas, and upper and lower warehouse parking lots. Plowing is required after any snowfall exceeding one inch in depth, with work substantially completed by 6:00 a.m. Monday through Friday to avoid impacting employee arrival. Weekend plowing is not required unless requested by the Government, but any weekend snow removal must be completed by 6:00 a.m. Monday. The contractor should not plow during snowfall on workdays unless requested; if a snow event would deposit over eight inches and the contractor performs multiple plowings, payment is made only for one event over eight inches unless the Government specifically requested additional removal. All parking spots must remain clear of snow, with snow pushed fully outside the shoulder line of parking lots and drives. The Government's Contracting Officer Representative will conduct routine inspections, with a performance standard allowing no more than two deficiencies per month for Government acceptance. Invoices must be submitted monthly through the Invoice Processing Platform (IPP) within five business days of month-end, with payments made on a calendar month basis. OSHA compliance is required; resumes are not required. No travel, security clearances, data rights, or Section 508 compliance requirements apply.
