1. Contracting Activity: Organizational Activity:
Department of Veterans Affairs Department of Veterans Affairs Network Contracting Office 19 (NCO 19) Oklahoma Veterans Affairs Health Care Systems 6162 South Willow Drive, Suite 300 921 NE 13th Street Greenwood Village, CO 80111 Oklahoma City, OK 73104
2237: 635-21-1-455-0071
2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount:
Oklahoma City Veterans Affairs Health Care Systems (OKC VA HCS) requires to add continuous temperature monitoring system components, consisting of TempTrak Intelli-Base buffers, receivers and temperature/humidity transmitters to comply with VHA notice 2020-02 Memorandum: Storage of Vaccines and Medications in Pharmaceutical Grade Purpose-Built Refrigerators and Freezers at Veteran Affairs Medical Centers (VAMC). In addition, storage of vaccines now involves, when available, the COVID-19 vaccine. The estimated amount is $30,279.58. Delivery and installation is to be within thirty (30) days after receipt of an order.
3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used:
In order to ensure maximum compliance with VHA notice 2020-02, VISN 19 proposes implementing, expanding, and upgrading the current TempTrak system in place in several service areas to a VISN wide standard system. In light of VISN 19’s move to standardize temperature monitoring systems across the service area, OKC VA HCS wishes to both comply with VHA notice 2020-02 and comply with the VISN’s plan to standardize to the TempTrak system VISN wide. The TempTrak brand has the ability to report to clinical staff if area gets out of temperature and humidity range through email notification, cell phone text, and installed software (i.e. Desktop Alert notifications). Client software is compatible with baseline VA OIT Windows 10 OS image, TRM approved, and runs on VA approved web browser(s) with secure socket layer (SSL) protocols. Additionally, the system is FIPS-140 certified. Due to the proprietary software running the Temperature Monitoring system, these units must be the original part number from the manufacturer. No other hardware can be used to meet the requirements.
4. Description of market research conducted and results or statement why it was not conducted:
Market research conducted in FY20 resulted in a solicitation posted on Contracts Opportunities as a small business set-aside as there were two manufacturers identified, one small and one large, which https://www.acquisition.gov/?q=/browse/far/13
VHAPM Part 813.106 Simplified Acquisition Procedures: Soliciting from a Single Source Attachment 1: Single Source Justification for SAP under the SAT
VHAPM Part 813.106 Page 2 of 2 Original Date: 08/30/17 Revision 02 Eff Date: 03/31/2020 had temperature/humidity sensor systems. However, the solicitation process did not result in an award. It was determined that one manufacturer’s product quoted was no longer approved for use on the VA Network. The NAICS 334519 is not on the Non-Manufacturer Rule Class Waiver List.
There were 90 SDVOSBs/VOSBs found on VIP using NAICS 334519 to search, but no SDVOBSs/VOSBs were found when using TempTrak in the search. Due to the previous solicitation process, there was one SDVOSB which was identified as being authorized to sell the TempTrak brand. In addition, a search on SBA.gov, found one small business which can sell the TempTrak brand. According to the VA Technical Reference Model (TRM), VA IT must approve any system being put on the VA network per https://www.oit.va.gov/Services/TRM/ToolPage.aspx?tid=10086&tab=2#. The TempTrak brand is approved. Another brand, Centron Presidio, was previously evaluated; however, it was determined, as of 1 Oct (4Qtr CY2020), Centron Presidio V3.0 is not approved for use on the VA Network. Based on market research, it is recommended that the solicitation be posted on Contracts Opportunities as a small business set-aside including this brand name justification.
