Installation of a Vindicator Electronic Security System that will provide both an Intrusion Detection System (IDS) and an integrated Access Control System (ACS). Removal the existing Monaco security alarm components and replace them with parts and systems made and supported by Honeywell Vindicator product line.
There are only 3 alarm system vendors approved by the Air Force in accordance with A7S Security System Project Description (SSPD):
Diebold, Advantor, or Vindicator. Installation shall be guided by security doctrines contained within AFI 31-101 and AFI 31-401. Due to some Vindicator systems already existing on Dyess AFB, including those procured on Contracts FA466120F0034, FA466120F0045, and FA466120F0097, this brand has been chosen as the most economical path for base-wide standardization from the 3 brands approved by the SSPD. Vindicator is a proprietary system owned by Honeywell. Only Vindicator-certified persons may install or update propriety components.
SA is the only source that can satisfy this requirement in accordance with FAR Part 8.004, however, GSA procurement would require a single source award to a large business, Honeywell. This conflicts with small business set-aside requirements in accordance with FAR Part 19.502-2(b).
2 CONS and 7 CONS have both awarded sole source contracts for Vindicator based on the cost effectiveness of the existing GSA contract vehicle. However, the distributors list on the Honeywell website was reviewed, and several SAM-registered small business were contacted for capability confirmation. A competitive acquisition by 2 CONS received 9 small business responses, and a competitive acquisition by 7 CONS received 6 small business responses. Thus, two or more quotes are reasonably expected for price competition. In order to solicit to as many potential sources as practicable, this solicitation is recommended for a total small business set-aside on SAM following simplified acquisition procedures.
For future IDS refresh requirements, practicability of the other two brands allowed by the SSPD, Diebold and Advantor, will be considered.
I have determined, in accordance with FAR 13.106-1(b)(1), that the circumstances of this contract action deem only a single source is reasonably available.
