About this file

This file is an Attachment containing Minimum Technical Requirements (MTRs) for anesthesia units in response to a Department of Veterans Affairs solicitation for national equipment catalog inclusion.

The anesthesia units must meet 14 specific technical requirements established by the VA. Key requirements include: FDA clearance; diameter-indexed safety systems (DISS) for pipeline connections; hypoxic mixture fail-safe controls maintaining minimum 21% oxygen in breathing mixtures; support for CPAP volume and pressure control ventilation modes; respirator frequency capability of 3-100 breaths per minute; inspiratory gas flow range of 1-180 L/min; high-pressure alarms with selectable thresholds; continuous End Tidal CO2 (ETCO2) monitoring for intubated patients; and an internal battery capable of powering automatic ventilators for at least 30 minutes. The units must integrate with Oracle Health's Care Aware Platform or alternatively with specified anesthesia record-keeping systems (iMDsoft ICCA, Picis Anesthesia Manager, Innovian Anesthesia) and patient monitor manufacturers (GE, Philips, Spacelabs, Nihon Koden). Additional requirements include gas cylinder yokes for backup oxygen supply, FIPS 140-2/140-3 certification if using 802.11 networking, severable packages enabling separate pricing of components (freight, warranty, training, maintenance, technical support), and a minimum one-year parts and labor warranty from acceptance. This is an Indefinite Delivery/Indefinite Quantity (ID/IQ) contract with a ten-year performance period (five-year base plus one five-year option) resulting in multiple awards at the national level. Questions must be submitted by 4 PM EST on Friday, August 21, 2026, to Contract Specialist Melanie Stockman at melanie.stockman@va.gov.

Anesthesia Units – Non Expendable Equipment Catalog Minimum Technical Requirements

MTR 1 - The anesthesia units must be cleared by the Food & Drug Administration (FDA).

MTR 2 – The anesthesia units’ pipeline connections must have a diameter-indexed safety system (DISS) or other equivalent means to prevent connection of dangerous gasses.

MTR 3 – The anesthesia units must have a hypoxic mixture fail-safe system control to prevent the unit from being set to dispense a hypoxic mixture. The N2O and O2 flow must be interlocked in ratio proportions with a minimum value of 21% to produce a breathing mixture.

MTR 4 – The anesthesia units’ ventilation modes must support continuous positive airway pressure (CPAP) volume and pressure control.

MTR 5 – The anesthesia units’ respirator frequency must be able to be set within a range of 3-100 breaths per minute.

MTR 6 – The anesthesia unit’s ventilator inspiratory gas flow range must be between 1-180 L/min.

MTR 7 – The anesthesia unit’s monitors must include a continuing pressure alarm capable of sensing high gas pressure and include minimum selectable threshold levels in the patient’s breathing circuit.

MTR 8 – Integration:

Must be validated with Oracle Health’s Care Aware Platform to support integration for the proposed anesthesia units or such validation must be in progress/under review. Or at a minimum provide integration to the following Anesthesia Record Keeping Systems currently used within VHA:

· iMDsoft

· IntelliSpace Critical Care and Anesthesia (ICCA)

· Picis Anesthesia Manager

· Innovian® Anesthesia

And at a minimum provide integration to the following Patient Monitor Manufacturers currently used within VHA:

· General Electric (GE)

· Philips

· Spacelabs

· Nihon Koden

MTR 9 – The anesthesia unit shall provide continuous monitoring of End Tidal CO2 (ETCO2) levels for all intubated patients. This can be accomplished via an integrated ETCO2 monitor or with a separate standalone monitoring device.

MTR 10 – The anesthesia unit packages must be severable such that separately priced items can be purchased to complete bundles (to include freight, warranty, training, maintenance support, and technical support).

MTR 11 – The anesthesia unit shall have an internal battery (for units with automatic ventilators) capable of powering the unit for at least 30 minutes.

MTR 12 – The anesthesia unit shall have gas cylinder yokes for O2 tank connection if central O2 supplies fail.

MTR 13 – If 802.11 networking is utilized the proposed system must be FIPS 140-2 or 140-3 certified or currently undergoing certification review.

MTR 14 – Standard Commercial Warranty applies to include a minimum of one (1) year parts and labor from time of acceptance (for each system)
