About this file

This Supplementary Statement of Work (SOW) details requirements for manufacturing, delivering, and installing a new communications shelter at Ship Mountain in the Six Rivers National Forest, Smith River Ranger District. The project involves procuring a PEPRO LLC 6'x6'x8' shelter with a 40' integrated articulating mast, including specific equipment requirements such as equipment racks, DC lighting, battery trays, surge protection devices, ventilation ports, and solar panel mounting provisions. The shelter must be designed with a Faraday cage, comply with national building codes, and be deployable on unimproved land without excavation.

The contractor is responsible for delivering the shelter to Gasquet, CA at least 4 weeks before installation, and must also demolish and remove an existing 10'x9' shelter and Rohn 45G tower at the site. The installation requires precise positioning by Forest Service Land Mobile Radio staff, with specific requirements for grounding, anchoring, and compliance with TIA-222 standards. The project includes installing two RFS BA1010 antennas at 40' and 30' heights, with the roof featuring an OSHA-compliant anchor point. Disposal of demolition debris must adhere to state and federal environmental regulations.

The contractor will be required to obtain construction bonding and requisite insurance sufficient to support the construction and/or demolition, as applicable.

The work provided by the contractor shall satisfy the following:

7.1.1 Shelter Design Requirements

A. The Manufacturer of the shelter shall comply with all applicable nationally recognized building and electrical codes.

B. The shelter shall be a PEPRO LLC. 6’x6’x8’ with an integrated 40’ mast. The mast shall articulate to allow access to the antennas while in the horizontal position.

C. The shelter shall include the following equipment.

a. (2) 19” x 84” equipment racks

b. Overhead cable ladder rack to allow for the distribution of power and RF cables from their respective entry points to the equipment rack

c. Standard 6’x6’ DC lighting fixtures with LED bulbs, connected to a 1-hour rotary timer switch installed near the shelter entrance

d. (1) Rack mounted battery trays, each capable of supporting (3) Marathon M12V

155FT AGM batteries

e. (1) Rack mounted bus bar

f. (1) Main Ground Bus bar (MGB) installed below the RF entry panel

g. (2) Filtered DC entry port tied to the faraday cage

h. (2) Surge protection devices (SPD) for solar array connections, SPDs shall be rated for a 36VDC Solar array

i. (2) Passive ventilation ports that include hoods, louvers, and screens to prevent insects from entering the shelter

j. Previsions to mount solar panels to both the roof and south face of the shelter

k. Solar panel mounts designed to work with the building attachment points

l. The door shall be installed on the West face of the shelter

m. The integrated mast shall be attached to the East side of the shelter and shall articulate to the West over the top of the shelter

n. The manufacturer shall provide (1) double 18” standoff mount, and (1) 4’ standoff mount to attach (2) RFS BA1010 antennas to the mast at the following heights:

40’, 30’.

o. The manufacturer shall provide (3) 4” JVJs to allow the installation of the standoffs.

D. The shelter design shall include a faraday cage to protect the equipment from transient voltage spikes

E. The shelter shall include an RF entry panel with 9 ports, the appropriate quantity of boots and cushion inserts to support (2) ½” Heliax cables. The RF entry port, boots, and cushion inserts shall be integrated into the faraday cage. The remaining unused RF entry ports shall be capped with covers that are integrated into the faraday cage

F. The shelter design shall be such that it can be deployed on bare unimproved land without the need for excavation or foundation construction.

G. The shelter shall be grounded through Ufer pads placed on native surface; due to the no ground disturbance requirements a traditional ground system cannot be part of the solution.

H. The shelter shall be anchored to the land without the use of guy wires or stakes.

I. The shelter and mast system shall be designed on a site-specific basis and must comply with the current version of TIA-222. The mast system shall be designed to support the following antennas and feedlines:

a. RFS BA1010, 40’, feedline LDF4-50, 4” standoff, USFS

b. RFS BA1010, 30’, feedline LDF4-50, 18” standoff, USFS

J. The roof of the shelter shall include an integrated anchor point that meets OSHA standard 29 CFR 1926.502(d)(15) capable of sustaining 5,000lbs. (22.2KN) of force.

K. The contractor shall also reference the provided PWS, BOM, Shelter Request Form, and this document for design details.

7.1.2 Shelter Delivery and Installation

A. Prior to installation the shelter shall be delivered to:

10600 US Hwy 199 Gasquet, Ca. 95543

B. The shelter shall be delivered at a minimum of 4 weeks prior to installation.

C. The contractor shall schedule and provide the means to safely offload the shelter at the delivery location.

D. The contractor shall schedule, coordinate, and install the new shelter at the Ship

Mountain communication site.

E. The road system used to access the Ship Mountain communications site is in good condition. However, the use of a lowboy to transport to and from the site may be a challenge due to tight switch backs.

F. The shelter shall be installed in the location marked out on the ground by the Forest Service Land Mobile Radio staff.

7.1.3 Demolition of Existing Shelter and Tower

A. The contractor shall demolish and dispose of (1) 10’x9’ shelter. The existing shelter does not have lifting eyes installed but does have provisions to bolt them on.
