ATTACHMENT 3 – Statement of Work (SOW) –
70Z03825QJ0000153
For the Manufacture of Aircraft Parts Extended Avionics Rack (EAR)
1.0 Scope
1.1 This requirement is for the manufacture of the aircraft component(s) listed in the table below to be used on United States Coast Guard (USCG) aircraft.

1.2 The objective for the Contractor is to provide the Aviation Logistics Center (ALC) with the component(s) listed in the table that are Ready-for-Issue (RFI) to support our Programmed Depot Maintenance (PDM) efforts.
2.0 Major Tasks
2.1 Work under this Purchase Order shall be performed at the Contractor’s facility or USCG approved facility. The Contractor shall provide all necessary materials, labor, tooling, and facilities to manufacture the component(s) listed in the table. In the event that the ALC Drawing has a non-dimensional, isometric view and does not contain enough information for manufacturing purposes, this part will be considered for being provided as Government Furnished Material at the time of award after Medium Range Recovery (MRR) Engineering approval. The Contractor shall manufacture the component(s) in accordance with (IAW) the ALC Drawing. The component(s) are subject to first article testing IAW Federal Acquisition Regulation 52.209-4. All services shall be accomplished as directed by the Government. Requests for clarification shall be directed to the Contracting Officer.
2.2 Manufacture
The Extended Avionics Racks (EAR) are to be manufactured as given in the ALC drawing(s) specified in 3.1. Documentation certifying that these parts are in compliance with the ALC drawing(s) must be provided with each part. Payments will not be made until these certifications are received. The prices in Attachment 1 – Schedule with First Article– 70Z03825QJ0000153 or Attachment 2 – Schedule – 70Z03825QJ0000153 for the manufacture of the EAR shall include all requirements outlined in the relevant ALC drawing(s) in 3.1. These requirements may include but are not limited to deburring, marking, testing, and applying finishes. Government furnished material will be provided to the successful offeror regarding item referenced in ALC drawing provided. All component(s) are to be manufactured as given in the ALC drawings that can be requested IAW section 3.2.
3.0 Documentation
3.1 ALC drawings that are applicable to the Extended Avionics Rack will be provided via email.
3.2 Access to Documents
Drawings are available from the USCG. Before obtaining copies of these documents, Contractors shall be registered in the Defense Logistics Agency's (DLA) Joint Certification Program (JCP). More information on this certification can be found at http://www.dlis.dla.mil/jcp/Default.aspx. After ensuring registration, the Contractor shall complete DHS Form 11000-6, Non-Disclosure Agreement, specifically, the section regarding “Other Sensitive but Unclassified (SBU)” information. A written request for access to the drawings should be submitted to Adam.A.Finnell2@uscg.mil along with proof of JCP registration and the completed DHS-11000-6.
3.2.1 The USCG will only release these documents to United States (U.S.) businesses that have followed the procedures IAW section 3.2. The documents will not be released to any foreign entity. If the U.S. business plans to release these documents to any foreign entity, they must first provide the USCG with a copy of a valid Technical Assistance Agreement (TAA) and DSP-5 authorizing release to that entity.
4.0 Quality
4.1 Quality Control
The Contractor is required to be certified and maintain a quality system that complies with the requirements of ISO 9001-2000 Quality Management Systems – Requirements or equivalent. The Contractor is responsible for performing or assuring all inspections, tests, and calibration necessary to substantiate that the goods or services furnished conform to Government’s requirements. The Contractor shall take prompt action to correct conditions that have or could result in goods or services that do not conform to contractual requirements. Records of conformance shall be maintained on file at the Contractor’s facility and made available or provided for review by the Government upon request. The Government reserves the right to conduct surveillance at Contractor’s facility to verify the existence, adequacy, and effectiveness of the quality system. Upon request of the Government, the Contractor(s) shall forward a copy of their current certification and Quality Assurance Manual for review.
4.2 The Contractor shall, immediately upon discovery, notify and disclose conditions to the Contracting Officer of any event, supply change, material change, supply malfunction, counterfeit/suspect parts or materiel, defect or non-airworthy condition of any product or component found to potentially cause a non-conformity to the original specifications of this contract. The Government reserves the right to inspect any non-conforming product or component. Therefore, the Contractor shall obtain approval from the Contracting Officer prior to the disposition of any non-conforming product or component.
4.3 The Contractor’s quality control manual shall address in detail the Contractor’s risk management, test, inspection, non-conforming product, and counterfeit/suspect parts processes.
4.4 The Contractor shall immediately notify the Contracting Officer of any changes that potentially have an impact on the product. Changes may include but are not limited to products, processes, materiel, supplier sources, manufacturing facility location and personnel qualifications.
4.5 Upon notification of the change, the USCG will approve or deny the change. Facility location changes may require the Government to perform a facility inspection. The Contractor shall allow the
Government access to all applicable areas of the Contractor’s facilities to ensure compliance with contractual requirements. In the event that the change is not approved by the USCG, the purchase order may be cancelled or terminated IAW FAR.
4.6 The Contractor shall retain all records IAW FAR 4.7 Contractor Records Retention. The Contractor shall be required to permit Government access to applicable records retained at any level of the supply chain.
4.7 Unless otherwise specified, the Contractor shall flow down all requirements in this contract to their supply chain, to include all subcontractors and suppliers.
5.0 Warranty
5.1 The Contractor's standard commercial warranty, including extended warranties, provided to the Government at no additional cost, shall apply. In accordance with FAR 46.706(b)(5), Markings, the Contractor shall stamp or mark the supplies delivered or otherwise furnish notice with the supplies of the existence of the warranty. The purpose of the marking or notice is to inform Government personnel who store, stock, or use the supplies that the supplies are under warranty. Markings may be brief but should include:
a brief statement that a warranty exists, the substance of the warranty, its duration, and who to notify if the supplies are found to be defective.
5.2 For commercial items the Contractor's trade practice in warranty marking is acceptable if sufficient information is presented for supply personnel and users to identify warranted supplies.
5.3 In accordance with FAR 46.706(a), Warranty Terms and Conditions, the warranty shall clearly state:
Exact nature of the item and its components and characteristics that the Contractor warrants;
Extent of the Contractor's warranty including all the Contractor's obligations to the Government for breach of warranty;
Specific remedies available to the Government; and Scope and duration of the warranty.
5.4 Acceptance of the standard commercial warranty does not waive the Government's rights under any "Inspection" clause that may be in the contract, nor does it limit the Government's rights with regard to the other terms and conditions of this contract. In the event of a conflict, the terms and conditions of the contract shall take precedence over the standard commercial warranty. The standard commercial warranty period shall begin upon final acceptance of the applicable material and/or services listed in the Schedule. The warranty shall cover a minimum period of twelve (12) months.
6.0 Records and Reports
6.1 All manufactured component(s) under the provisions of this Purchase Order must be suitable for installation on USCG aircraft. The Contractor shall furnish a Certificate of Conformance (COC) IAW FAR 52.246-15 for all components. These forms shall be packaged with each part.
6.2 The COC shall be signed by an authorized official of the approved source and must specify the nomenclature, manufacturer's part number, and date of manufacture. For Production Approval Holder, a COC and a copy of the FAA Parts Manufacturer Approval or other manufacturing authority shall be provided. Contractors shall also provide documentation reflecting the complete history of ownership of the component(s) from purchase from the approved manufacturing source until delivery to the USCG.
7.0 Delivery Requirements
7.1 The following table shows the requested delivery for each priced CLIN listed in Attachment 1 – Schedule with First Article – 70Z03825QJ0000153. Early deliveries, when appropriate, are desired and acceptable.
7.2 F.O.B. Point
The F.O.B. Destination is requested as the delivery term for all deliverables. All offers will be considered F.O.B. Destination unless F.O.B Origin is specified AND estimated shipping costs are included.
