About this file
This document is a Request for Proposals (RFP) for water systems testing at White Mountain National Forest (WMNF) locations in New Hampshire and Maine. The U.S. Forest Service is seeking a contractor to perform comprehensive water testing for seven different water systems and monitoring wells, including drinking water systems and groundwater discharge permit sites. Testing requirements include collecting samples for various contaminant categories such as microbiological, radiological, inorganics, organics, lead and copper, and disinfection residuals, among others.
The contract includes a base year from October 2025 to October 2026 and an option year from October 2026 to October 2027. Testing locations include the White Mountain Administrative Complex, Androscoggin Ranger Station, Lincoln Woods Water System, Crocker Pond Campground, Dolly Copp Picnic Area, Albany Landfill Monitoring Wells, and East Central Lagoon Monitoring Wells. Each location has specific testing requirements, with quantities ranging from 1-6 tests per category. All laboratories must be accredited by the New Hampshire Environmental Laboratory Accreditation Program, and the contractor will be responsible for shipping sample collection materials, collecting monitoring well samples, and submitting monitoring results to the New Hampshire Department of Environmental Services.

General Information
1.0 Introduction
The U.S. Forest Service (FS) is soliciting bids for the water testing of our Public Drinking Water Systems and Groundwater Discharge Permits as per New Hampshire Department of Environmental Services (NHDES) requirements.
Contractor Requirements
2.0 Technical Requirements / Tasks
Water testing shall be in accordance with NHDES rule Env-Dw707. Drinking water samples will be collected by FS personnel on all drinking water systems included in this solicitation and will be shipped to the laboratory selected for testing. All laboratories analyzing drinking water compliance samples must be accredited by the New Hampshire Environmental Laboratory Accreditation Program (follow the link for accredited laboratories:
https://www4.des.state.nh.us/CertifiedLabs/Certified-Method-Result.aspx) to ensure sufficiently accurate, precise and consistent results of tests, analyses, and measurements. See Appendix A for a summary of required testing for each sampling location.
All monitoring well samples required by the Groundwater Discharge Permits for the Albany Landfill and East Central Lagoon will be collected by the contractor. Groundwater Discharge Permits shall be followed for all sampling and analysis requirements. See Appendix A for a summary of required testing for each sampling location.
The laboratory shall provide all expertise, labor, supervision, services, equipment, tools, supplies, and incidentals necessary to complete the water testing at the laboratory. Materials necessary to facilitate FS personnel to collect and ship (including coolers for shipping and pre-paid shipping labels) samples back to the laboratory shall be provided by the contractor. The contractor will be required to ship coolers back to FS project locations. The contractor shall be responsible for submitting all monitoring results to NHDES as required. The awarded contract shall constitute the entire agreement including all terms and conditions applicable to the contract. Work shall be completed in accordance with applicable federal, state, and local regulations based on type of water system.
Perform laboratory tests from water samples collected by FS personnel for the following contaminant categories as applicable to the water system;
1. Microbiological, as specified in Env-Dw 702
2. Radiological, as specified in Env-Dw 703
3. Inorganics, as specified in Env-Dw 704
4. Organics, as specified in Env-Dw 705
5. Secondaries, as specified in Env-Dw 706
6. Lead and copper, as specified in Env-Dw 714
7. Disinfection residuals, byproducts, and byproduct precursors, as specified in Env-Dw 715
