About this file

This document is Amendment 0002 to Solicitation 12444326Q0002 issued by the USDA Forest Service, Eastern Region (USDA-FS CSA EAST 5) for drinking water testing services. The amendment is effective January 6, 2026, and modifies the offer due date to January 29, 2026, by 5:00 PM EST. The primary purpose of this amendment is to distribute a Questions and Answers document to prospective offerors regarding the WMF Drinking Water Testing base and one option year contract.

The Questions and Answers document provides clarification on multiple aspects of the solicitation including: analyte scope for drinking water testing (with all analytes available via the Master Sampling Schedule provided by NHDES); monitoring well sampling at Albany Landfill (4 wells) and East Central Lagoon (3 wells) with specified access constraints, seasonal limitations (landfill tested in August; lagoon in May and November), escort requirements, and limited winter access; contractor responsibility for providing all sampling supplies (bottles, preservatives, coolers, prepaid shipping labels), with coolers returned after each event and shipments occurring independently by location; ship-to addresses in Campton, Conway, and Gorham, New Hampshire; standard regulatory turnaround times as acceptable; and direct New Hampshire Environmental Laboratory Accreditation Program (NHELAP) accreditation requirement. The incumbent contractor was Absolute Resource Associates, LLC, under previous contract 12444322P0061, with a base and four option years total value of $46,893.00. The contractor is responsible for providing all sampling equipment and site IDs will be provided post-award. The contracting officer is Keith D. Reichard.

Questions and Answers

1. Drinking Water Testing – Analyte Scope

1.1 In the Schedule of Items, several CLINs reference “Primary Contaminants”* and *“Secondary Contaminants.”

Please provide the specific analyte lists and required methods included under each designation so laboratories can price the correct panels.

a. All analytes are available via the Master Sampling Schedule provided by NHDES

1.2 Please confirm whether the quantities shown in the Schedule of Items represent the total number of analyses per year, or if any CLINs are intended to be bundled per sampling event.

a. The quantities listed on the schedule of items do represent the expected number of tests. Although it is possible multiple tests will be requested around the same time, the unit prices must state the cost for that specific test on its own and not assuming multiple tests will be requested at the same time.

2. Monitoring Well Sampling – Field Logistics & Cost Drivers For Albany Landfill Monitoring Wells and East Central Lagoon Monitoring Wells, please clarify:

2.1 The number of monitoring wells included at each location and whether any site maps or well IDs are available.

a. East Central has 3 wells. There are site maps. Albany has 4 wells and site maps are available.

2.2 Site access constraints that could affect cost, including:

• Access hours

• Seasonal access limitations

• Escort or coordination requirements

a. Escorts are required. Winter access is limited. Landfill gets tested in August and Lagoon testing is in May and November.

2.3 Sampling method requirements:

• Low-flow vs. conventional purge

• Required stabilization parameters (if any)

• Whether static water elevation measurement is required at each event

a. Refer to permit requirements located at NHDES website.

2.4 Whether the contractor is responsible for purge water management or disposal, and if so, any known requirements.

a. No

3. Sampling Supplies & Shipping Logistics (Drinking Water Systems)

3.1 Please confirm that the contractor is responsible for providing all bottles, preservatives, coolers, and prepaid shipping labels for Forest Service–collected drinking water samples.

a. Yes, contractor is responsible for prepaid shipping labels and all supplies needed

3.2 Please confirm whether coolers must be:

• Returned after each sampling event, or

• Reused across multiple events

a. Returned after each sampling event.

3.3 Please confirm whether samples will be shipped from multiple Forest Service locations on the same day, or if shipments should be assumed to occur independently by location.

a. Shipments will occur independently by location.

4. Turnaround Time Assumptions

4.1 Please confirm whether standard regulatory turnaround times are acceptable for all analyses, or if any expedited turnaround times should be assumed for pricing purposes.

a. Standard turnaround times are acceptable.

5. Incumbent / Prior Contract Cost Benchmark

5.1 For pricing reference, please provide the incumbent contractor’s name and the approximate total dollar value of the most recent contract covering these services (if available).

a. Previous contract number - 12444322P0061

Previous contractor - ABSOLUTE RESOURCE ASSOCIATES, LLC Base and 4 option years total - $46,893.00

6. For Solicitation 12444326Q0002 there is a term “Drinking Water Metals” in the attachments

It is in Attachment 2 Item #1007AJ and Attachment # 3 statement of work for WMNF East Central Lagoon site.

Can you please clarify what metals are needed for “Drinking Water Metals”? Is this Lead and Copper only or other metals?

a. Refer to Ground Water Permit Requirements located at NHDES website.

7) Laboratory Accreditation / Eligibility

• The SOW references the New Hampshire Environmental Laboratory Accreditation Program (NHELAP). Will the Government accept laboratories accredited by other NELAP-recognized accrediting authorities, provided the accreditation is recognized by NH DES for drinking water compliance, or is direct NH (NHELAP) accreditation required?

a. Direct NH (NHELAP) accreditation is required.

• If reciprocity is acceptable, is there a preferred way for offerors to demonstrate NH DES recognition (e.g., accreditation scope showing NH recognition, screenshot from NH directory, etc.)?

a. N/A

8) Pricing Schedule Clarifications (Attachment 2 – Schedule of Items)

• In CLINs where the Schedule of Items lists “Primary Contaminants”* and “Secondary Contaminants”* (e.g., Lincoln Woods / Crocker Pond / Dolly Copp), please confirm the specific analytes and required methods included under each designation.

a. All analytes are available via the Master Sampling Schedule provided by

NHDES

• Please confirm whether the quantities shown in the Schedule of Items represent the total expected number of analyses per year, or if any items are intended to be priced as bundled or annual services.

a. The quantities listed on the schedule of items do represent the expected number of tests. Although it is possible multiple tests will be requested around the same time, the unit prices must state the cost for that specific test on its own and not assuming multiple tests will be requested at the same time.

9) Monitoring Well Sampling – Albany Landfill & East Central Lagoon To support understanding of field scope, please clarify the following for Albany Landfill Monitoring Wells and East Central Lagoon Monitoring Wells:

• A list of monitoring well IDs included, along with locations (GPS coordinates or address-level directions) and any available site maps.

a. All site ID’s will be provided post award to the awarded contractor.

• Site access considerations such as access hours, gate/lock requirements, escorts, or check-in procedures.

a. Any sites with restricted access will be granted by an escort, or contractor combination locks will be used.
