Conservation Treatment to Museum Objects, NEPE
STATEMENT OF WORK
NEPE Museum Collection Conservation and Stabilization Treatment
A. PURPOSE
The purpose of this project is to provide conservation treatment and stabilization of cultural material items from the Nez Perce National Historical Park (NEPE) museum collection (see list under H) by a qualified conservator. All objects are located at the Nez Perce National
Historical Park, Spalding Unit Visitor Center.
B. LOCATION
Work will be undertaken at Nez Perce National Historical Park, Spalding Unit Visitor Center basement curatorial workspace, and, with approval from Nez Perce National Historical Park
Curator, at the conservator’s laboratory workspace. The park is located at 39063 US Hwy 95, about 8 miles east of Lewiston, Idaho, on the Nez Perce Indian Reservation.
C. BACKGROUND
In August and September 2021, J. Claire Dean of Dean and Associates Conservation
Services, identified objects needing conservation treatment (See list of objects in Paragraph
H). The items identified include those with textile damage, copper corrosion, loose beadwork, and/or general cleaning and stabilization of object. Although not required, a site visit is recommended so that the museum objects may be examined in person prior to submitting a quote.
D. NEED
The conservation and stabilization treatments are needed to prevent further damage to the
Nez Perce cultural material in the park’s museum collection. The treatment will also provide documentation of condition prior to and following treatment. This documentation will serve as visual evidence from which to monitor objects for subsequent possible deterioration or changes in condition or appearance. None of these objects are stable enough to be displayed in museum exhibits. Conservation treatment and stabilization will afford stability for the objects to be on exhibit.
E. TASKS
Conservation and stabilization treatments will be carried out by a professional conservator with demonstrable knowledge of Columbia Plateau material culture. This conservator must also perform work according to principles and practices outlined in the Code of Ethics and Standards of Practice of the American Institute for Conservation and qualifications established at Code of Ethics and Guidelines for Practice

• Contractor will begin work ten days after award of contract.

• Contractor will provide all labor, materials, equipment, supplies, shipping, lodging, and transportation required to complete the project.
• Contractor shall be responsible for insuring objects while they are in his/her custody.
• The Contractor will photograph each object before and after conservation and stabilization treatments.
• Treatment and stabilization will proceed according to the needs documented in the
2021 treatment and stabilization report.
• Prior to treatment, Contractor will identify any other needs that may have developed since the 2021 evaluation. The Contractor will produce and provide a comprehensive report documenting condition of objects, describing all treatment and stabilization actions / techniques, and materials used.
• Treatments will provide for no information loss and will not modify the original character of the objects.
• The Contractor shall keep in close contact with the COR/Project Manager at all times.
• Any deviations from the plan of work shall be presented to the Project Manager/COR in writing and work shall not proceed until alternatives are determined and agreed upon. NOTE: Any changes to this Statement of Work and/or contract period of performance, etc., shall only be authorized by the Contracting Officer.
• Contractor will follow and adhere to all Centers for Disease Control and Occupational
Health and Safety Administration guidelines for working during the global Covid-19 pandemic.
F. DELIVERABLES AND SCHEDULE
The contractor will complete conservation treatment and stabilization according to needs and actions specified in the 2021 Dean report.
The contractor will also provide photographic documentation of object condition before and after treatment and stabilization. Photographs will be provided in two formats: low-resolution jpg and high-resolution tif. Photographs and a written narrative explaining treatment and stabilization work will be compiled into a written report document. Contractor will provide this report in PDF format and will provide separate digital image files of the objects.
Contractor will provide digital files via USB flash drive.
The final deliverable will be for the Contractor to deliver the treated objects to the Nez Perce
NHP museum storage facility along with object treatment reports.
When all deliverables and treated objects are accepted by the Project Manager/COR, the contract work will be completed. This includes:
• Treated objects.
• One Proposal for Treatment for each object.
• One comprehensive completed Object Treatment Report for each treated object, along with photo documentation before, during, and after treatment.
The Contractor shall commence performance within ten days following award and will complete all work by December 31, 2022. If work is to be completed on-site, the Project
Manager/COR and the Contractor will agree to a mutually acceptable schedule.
