188th Civil Engineering Squadron, Arkansas Air National Guard Fort Smith Regional Airport

4850 Leigh Avenue Fort Smith, AR

GENERAL SCOPE

188th Wing Air National Guard Civil Engineering Squadron intends to install sidewalk with handicap ramps and footbridge. The site of work is at the 188th Wing, Arkansas ANG, Fort Smith, Arkansas.

Contractor will take necessary precautions to avoid damage to surrounding property and/or materials, private or government owned. Contractor will limit his personnel to those areas required to perform work as specified. Contractor will coordinate with the contracting officer and/or his designated representative regarding his proposed work schedule. Contractor will be considered liable for damage caused by negligence on his/her part. Contractor is responsible for employees and sub-contractors.

OVERVIEW

SIDEWALK:

Construct Sidewalk according to plan drawings and City of Fort Smith Details and Specifications. All sidewalk will be field marked prior to start of construction.

Demolish existing sidewalk and concrete display area by building 201 as marked on plans. Ensure proper dig permits are completed before Demo.

See City of Fort Smith Standard Specifications for Sidewalk, ramps, and steps including all excavation, fine grading, form work, concrete, finishing, backfilling and related and incidental work necessary for the completed work.

• MATERIALS. All materials used shall be in accordance with the following:

• CONCRETE. All concrete shall be Class “AA” (3500 psi) air entrained, fiber reinforced, as specified in Section 401 “Concrete.” The maximum size aggregate used shall be 1 inch with a gradation conforming to ASTM C33, Gradation No. 57 or No. 67. If thickness of concrete is greater than 5 inches, aggregate maybe maximum size of 1½ inches, ASTM C33, Gradation No. 457.

• EXPANSION JOINT MATERIAL. Expansion joint filler shall be Type 1 pre-formed expansion joint filler, as specified in Section 401 of the specifications.

• DRAIN PLATE AND FRAME. Steel for sidewalk drain plate and frame shall comply with ASTM A-48, Class 35B Gray Iron. Surfaces exposed to pedestrian use shall have non-slip finish.

• HANDICAP RAMP PANELS. The detectable warning device used in handicap ramps shall be cast-in-place tactile panels composed of a vitrified polymer composite material. The color of the tactile panels shall conform to Federal Color No. 33538, and shall be homogeneous throughout the product.

CONSTRUCTION REQUIREMENTS

• SUBGRADE. The subgrade shall be excavated to the required depth below the finished surface, according to the dimensions shown on the plans, and shall be compacted to density as determined and specified in Section 203 “Excavation and Embankment.” All soft and yielding areas shall be removed and replaced with suitable material and compacted with approved mechanical tampers. When the sidewalk is to be removed and replaced, acceptable material may be placed under the new sidewalk as shown on the plans, or as directed by the Engineer, to bring the new sidewalk to the correct elevation. The cost for providing and placing this acceptable material shall be considered incidental to the sidewalk.

• FORMS. Forms shall be as specified in section 401 of City of Fort Smith Standard specifications. All grades and form work will be checked by COR (LtCol Riley Donoho) prior to any concrete pours.

• MACHINE PLACEMENT. At the Contractor’s option an approved slipform/extrusion machine may be used to place applicable sections of the sidewalk. Slip form equipment shall have an automatic sensor for control of alignment and grade. The machine approved shall be so designed as to place, spread, consolidate, screed and finish the concrete in one complete pass in such a manner that a minimum of hand finishing will be necessary to provide a dense and homogeneous concrete section. The machine shall shape, vibrate and/or extrude the concrete for the full width and depth of the concrete section being placed. It shall be operated with as nearly a continuous forward movement as possible. All operations of mixing, delivery and spreading concrete shall be so coordinated as to provide uniform progress, with stopping and starting of the machine held to a minimum. The finish texture of the sidewalk and the joint locations shall be identical for either the machine placed or formed methods. If Contractor elects to use an approved slipform/extrusion machine, no additional compensation will be paid the Contractor due to changes in the alignment of the sidewalk, prior to placement, which requires the use of hand-forms for sections of the sidewalk.

• PLACING AND FINISHING. Mixing, placement and finishing of concrete shall conform to Section 401 of the specifications. The concrete shall be deposited in one course for the entire sidewalk. The sidewalk surface shall be given a Class 6, Broomed Finish, perpendicular to the length of the sidewalk, unless otherwise noted on the plans. Contractor will ensure all grades meet ADA requirements. All field adjustment will be approved through COR unless there is a cost or time discrepancy. All utility valve boxes, handholes or other utility access will be brought to the surface of any new concrete finish grade. Do not cover up any utility access points with new pours.

• JOINTS. Joints shall be installed as specified in Section 401 of the specifications. Contraction joints shall be cut transversely at intervals matching the width of the sidewalk but never at intervals exceeding 6 feet. These joints shall be at right angles to the centerline of the sidewalk. The joints may be sawed at the Contractor’s option. Expansion joints shall be provided at the locations shown on the plans and shall be placed at maximum intervals of 100 feet unless otherwise noted on the plans. At locations where obstructions such as power poles, drainage inlets, and fire hydrants are encountered, excluding curbing, expansion joints shall be placed transversely in the sidewalk. The expansion material shall furthermore surround these obstructions. The transverse expansion joint shall be centered on the diameter of the obstruction.

• CURING. The concrete shall be cured with a liquid membrane curing compound as specified in Section 401. Pedestrian and vehicular traffic shall be excluded from the use of the concrete for at least 72 hours.

• HANDICAP ACCESS RAMP. Ramps shall be placed in sidewalk at the locations shown on the plans, or as designated by the Engineer, and constructed per the Standard Drawings. The concrete surface of the ramp shall be a broomed finish. The detectable warning device shall be located so that the nearest edge of the device is 6 to 8 inches from the face of the curb.

Detectable warning device shall be 24 inches in the direction of travel and extend the full width of the ramp.

• BACKFILL. After the concrete has set sufficiently, but no sooner than 24 hours after placement, the forms shall be removed. After forms, stakes and other debris has been removed, the area adjacent to the sidewalk shall be backfilled with suitable material approved by the Engineer, to the grade shown on the plans and to a depth allowing for the placement of sodding level with the top of the sidewalk. Backfill material, placement and compaction shall be as specified in Section 203 of the City of Fort Smith Standard Specifications.

• FOOTBRIDGE:

Install a 40’ long 5’ wide fiberglass reinforced polymer (FRP) pedestrian truss bridge.

Contractor shall provide all temporary support and rigging equipment if needed. Contractor is responsible for the engineering design and construction of the bridge abutments, piers and/or footing ensuring shear and tensile strength to support the bridge and live loads. If bridge is shipped in component parts or partially assembled Contractor will follow guidelines of assembly drawings and recommended assembly procedure from manufacturer based on PE stamped engineering drawings and bridge support reactions provided by manufacturer. The bridge will include the following: Fiberglass Support Trusses, 42” high hand-railings, Straight ends, Standard top cap with solid-color paint coating, Safety mid-rails (per ADA specifications, 3-3/4” maximum spacing), A307 hot-dipped galvanized steel hardware, standard dead load camber design, 3x12 P.T. Southern Yellow Pine Decking w/ deck screws.

• SOD:

Contractor will sod all disturbed areas and grade to match existing grades as required. Use manufacturing watering recommendations until proper germination has been established.

• Bids will be based on a Per LF Sidewalk, Per EA Handicap Ramp, Per EA Footbridge, and lump sum Demo of building 201 sidewalk. The Minimum and Maximum Range of Sidewalk that will be funded is 1,500 – 3,800 LF. The Minimum and Maximum Range of Handicap Ramps that will be funded is 5-16 Handicap Ramps.
