The contractor shall repair specified components in accordance with applicable technical directives and OEM Commercial Maintenance Manuals (CMM) for Cage Code 19623, returning all items to Ready for Issue (RFI) condition airworthy and suitable for installation on USCG aircraft. All repair work shall be performed at firm fixed-pricing rates fully burdened with labor, parts, materials, tooling, and test equipment included. The contractor must be an OEM Certified Repair Facility with documentation from the OEM certifying capability to repair the components listed in the Schedule; subcontractors must meet equivalent certification requirements and be identified with their locations, certification sources, ratings, and service descriptions. Technical requirements include performing repairs In Accordance With (IAW) applicable technical directives, maintaining a Quality Assurance System with test component calibration requirements, and ensuring components are delivered with proper airworthiness certification. Replacement parts must be new, traceable to the OEM, and documented for 24 months post-delivery. The contractor shall notify the Purchasing Agent within 10 days of component receipt, report any discrepancies per the Significant Component History Report and Component Repair Record, and remove unserviceable tags upon repair completion. Components with corrosion shall undergo visual and technical inspection with deficiencies corrected IAW applicable directives and FAA Advisory Circular AC 43-4B. Service Bulletins or modifications shall be incorporated with incremental cost proposals submitted within 30 days of notice. Obsolete parts or processes require written notification to the Contracting Officer with cost estimates for replacement parts and labor within 15 calendar days. Components determined as Unusually Damaged (obvious misuse, cannibalization, or crash damage) or Beyond Economical Repair (BER) shall be processed separately with detailed inspection reports and proposals; the USCG makes final BER determinations, and the contractor receives compensation only for a "Scrap Fee" for teardown and evaluation. All repaired components require airworthiness certification using FAA Form 8130, an equivalent certificate approved by USCG ALC Engineering Officer, or certificates from other government agencies; a Certificate of Conformance prepared IAW FAR 52.246-15 is mandatory with copies affixed to shipping containers and placed inside containers. Deficiencies discovered upon receipt are processed via Product Quality Deficiency Report (PQDR) with no-cost rework or proposals for component restoration to RFI status at firm fixed hourly labor rates. Environmental requirements mandate thorough cleaning IAW applicable technical directives or FAA Advisory Circular 43-205 to remove hazardous dust including hexavalent chromium, cadmium, and lead prior to return to ALC.
