Attachment 3 – Statement of Work (SOW) – 70Z03825QK0000014
1.0 General
The United States Coast Guard (USCG), Aviation Logistics Center (ALC), Industrial Operations Division (IOD) has a requirement for an upgrade to the Siemens Rinse Water Delivery System (SRWDS) located at USCG Base Elizabeth City Bldg 97 Shop 138 and training for up to eight personnel. The upgrade will integrate with the Siemens Building Automation System (BAS) and implement additional safety features that will help prevent spills. Currently the Shop 138 Rinse water delivery system requires constant monitoring during rinse water delivery operations and is missing many safety features that make an environmental spill highly likely. Constant monitoring of rinse water delivery operations was not intended when the system was originally installed and was not in the planning portion of the scope of work. The IOD requires the rinse water delivery system to be capable of operating without constant monitoring and have additional safety features added to the Siemens BAS.
2.0 Abbreviations

3.0 Requirements
The Contractor will Furnish and install controls, devices, control wiring, commissioning and checkout, and program adds and adjustments as indicated below to the SRWDS. Work will be phased to meet requirements as noted in the two phases below. The SRWS upgrade is to be implemented on the five rinse water tanks and the BAS/BMS. The parts of the system being upgraded are functionality of five high level sensors, and two water supply flow control valves. The two phases of requirements below must cause the water supply flow control valve pertaining to a tank to close when a high-level sensor senses a high-level condition. In addition an audible and visual alarm will trigger when a high level sensor senses a high level.
Phase 1 Add visual and audible alert signaling adjacent to plating area entrance.
Add database and programming to turn on both visual and audible signals when any rinse tank high level indication is reached.
Provide alarm station adjacent to entry door with a push to silence input that will stop the audible alarm until the alarm condition clears. Visual signal will remain continuous until the alarm condition at the rinse tank(s) has been cleared. The overflow/spill alarm level sensors will also be programmed to provide the same visual and audible signals.
Work to include low voltage (24V AC/DC) power, control cabling, and conduit as needed from the existing control panel to the alarm visual/audible signaling appliances and push to silence station. Wiring to be free-strung plenum rated cable above concealed and accessible drop ceiling (e.g. water treatment area).
Wiring to be run in EMT/conduit for any exposed locations, i.e. wall area where devices are to be mounted.
Excludes the use of explosion proof or drip proof enclosures. All conduit or junction/pull boxes to be NEMA 1 devices.
Includes project coordination, alarm signaling devices, point database adds, point trending, commissioning, updates to existing graphic, and a brief walkthrough for final turnover and completion.
Includes nominal check out of high-level alarms for operational checks.
Provide, mount, and wire an alarm signal tower light (amber color lens) and audible horn (adj. from 70-
90dB). Single tier stack light (amber) and audible alarm. Wall mounted at minimum 80 inches above the finished floor. To be powered by Class 2 24V AC/DC.
Provide, mount, and wire alarm indication station adjacent to door leading into the plating area. This station will include a small alarm light, an audible horn (80 dB), and a push to silence button. Wall mounted height of 48 inches above finished floor. To be powered by Class 2 24V AC/DC.
Provide and run low voltage control wiring from existing Building Management System (BMS) field panel located in electrical room adjacent to RO water system. Plenum rated low voltage wire to be run exposed above the drop ceiling (concealed and accessible locations) in the RO water system room. EMT Conduit (steel) to be provided for areas exposed to mechanical/physical damage. e.g. Conduit to be used on “shop” side of wall.
Provide additional BMS Inputs/Outputs for use in existing panel as needed.
Provide and mount an additional 24V AC/DC Class 2 power transformer if for new devices.
Wall penetrations will be sleeved as needed.
See “Inclusions” for further details regarding All work in this phase shall be performed without interruptions to the US Coast Guard operations.
Phase 2 Re-verify operation of tank high level and overflow/spill switches and inputs. Investigate and verify flow meters and three-way control valve operation. Based upon findings, make recommendations on switch level changes/adjustments/adds and corrective actions for proper flow meter, three-way control valve, and level switch operation.
The RO water system controls the cycling of the rinse water pumps. The Siemens BAS control system cannot control the rinse water pumps directly. The Siemens BAS can only monitor pump status and issue an emergency stop command to the RO water controller.
Create and adjust program for control via rinse water tank high level alarms. Create program and adjust control of rinse water three-way control valves based upon high level alarms. Program Emergency Stop RO system operation based upon high level alarms.
Assessment and recommendations for changes and additions to operation and control based upon Phase 1 & 2 changes, findings, and further input from Plating Shop operation team. Re-commission by functional checks of level switch operation from device to BMS input module. Check input wire and terminations for breaks/damage/corrosion. Re-commission control valve operation by verifying full motion movement from closed to operation. Insure fail-safe position of valve (if applicable).
Flow meters will be checked to ensure signals received at BMS vary as flow varies. If available, obtain verified TAB (Test and Balance) readings of flow meters. Compare flow meter readings to documented TAB readings. Pipework does not appear to contain any devices for flow rate verification. Proper calibration of flow meters may require return to manufacturer. Siemens suggests the use of a company certified to perform TAB procedures to accurately determine flows. Check and insure fluid compatibility with flow meters. (Meters are polypropylene lined and should be compatible with numerous fluids.)
Alter control sequence of three-way control valve operation. Ensure operation does not interfere with RO system operation and when valves are placed in a RO bypass mode (tank re-circulation).
Programming changes as indicated under “Inclusions” listed below.
Provide documentation with notes for all re-commissioned devices.
Closeout - Assemble all documentation and review with USCG-EC personnel. Review findings and obtain feedback from all parties. Provide possible solutions with a focus on simpler and practical operations and system design recommendations.
A. Installation
Requirement: Contractor to provide all necessary personnel for labor, supervision, and operation of the equipment for installation, testing, start-up, and training.
Contractor shall provide equipment, shipping, and material for the installation of the Contactor supplied SRWDS upgrade components and associated equipment on-site. The following are examples of Equipment that will likely be required to be furnished by the contractor: stand of some type that will reach a 12ft working height, installation tools that are required to install the SRWDS including electrical, pneumatic, and heavy-duty flexible hose(s), and other tools or programing equipment that may be required to satisfy the SOW.
The Contractor will be required to provide all material and labor necessary to make the connection from the CG furnished disconnect means to the equipment the Contractor will be installing. The contractor WILL make all electrical connections from the CG furnished disconnect (if applicable).
The Contractor shall perform all delivery and installation work between the hours of 0730 and 1600, Eastern time, Monday through Friday (excluding Federal holidays).
The Contractor will provide any equipment, labor, and material required for installation, set-up, and operation of the system.
The Contractor is to perform operational leak test, functional test of controls, and a final functional test of the system to include running it through the entire cycle. Contractor to provide material and labor to correct any leaks and/or discrepancies found in the operation of the installed equipment.
Contractor to provide factory start up, on the job training for operation, maintenance (if applicable) and troubleshooting techniques of the system to eight personnel (less personnel may be trained at the Coast Guards digression; in such circumstance it will not change the price agreed upon). The training shall be planned for one eight-hour day between 0730 – 1600 (1hr and 30min for breaks). The hours of the training may be lessened if agreed upon between the contractor and the USCG POC while on site.
The Contractor is responsible for ensuring the system meets the requirements of this SOW.

After installation, ALC’s technical POCs shall inspect installation and operation of the SRWDS and associated equipment for the installation. After accepted on behalf of the government’s representative, the Contractor’s contract requirements will have been met.
The Contractor’s representative shall travel to ALC to perform services based on a mutually agreed schedule. The Contractor’s technical POCs for this effort are:

4.0 Contractor Personnel
4.1 Qualified Personnel
The Contractor shall provide personnel qualified to perform all requirements specified in this SOW.
Qualified personnel shall be trained and authorized by the Contractor to perform this service.
4.2 Identification of Contractor Employees
The Contractor shall ensure all employees present a professional appearance appropriate for the position held. All Contractor personnel shall be identified by a distinctive nameplate, emblem, or patch attached in a prominent place on an outer garment so as not to present a Foreign Object Debris hazard and clearly identify the employee as a Contractor representative.
5.0 Policies and Regulations
5.1 Access to USCG Base Elizabeth City
ALC is a tenant command of Base Elizabeth City. The Contractor shall be met at the gate by a Government representative and shall be continually escorted by the representative for the duration of the visit. Base access requires 100% hands on identification (ID) checks. Drivers of vehicles must show a state driver license, valid vehicle registration, and current proof of insurance. All vehicles are subject to random search under Title 18 U.S.C 1382.
5.2 Compliance with Local Regulations, Instructions, Directives Contractor personnel shall comply with all local base regulations, instructions, directives, orders, and special procedures as promulgated by the Commanding Officer, USCG Base Elizabeth City (and all tenant commands), Elizabeth City, NC. All visitors to ALC shall review the ALC Visitor/Contractor Safety & Environmental Health Brochure information which is included after page 3 of this SOW.
5.3 Removing Employees for Misconduct or Security Reasons
The Contracting Officer may direct the Contractor to remove any Contractor employee from USCG facilities for misconduct or security reasons. Removal does not relieve the Contractor of the responsibility to continue providing the services required under the order. The Contracting Officer will provide the Contractor with a written explanation to support any request to remove an employee.
5.4 Tobacco Policy
The USCG prohibits the use of smoking tobacco and smokeless tobacco in the workplace to protect the health of all its workers. The workplace includes any area inside or outside of a building or facility under the custody and control of the USCG where work is performed by active duty personnel, civilian employees, or personnel under contract to the USCG. The use of tobacco is prohibited in all USCG Government vehicles (including Cushman type), in all USCG aircraft, floating unit, or any other aircraft contracted for use in the USCG. The use of tobacco products (smoking and smokeless) is permitted only in designated areas as defined in USCG ALC Instruction 6280.1 (series). Contractors may only use tobacco products in designated smoking areas and are accountable for appropriately discarding their smoking material and/or spit tobacco. Tobacco spit and residue shall be held in containers with sealing lids to prevent odor and accidental spills and disposed of in a sanitary manner that prevents public exposure. Employees caught violating the tobacco policy may be subject to immediate removal IAW section 5.2.
5.5 Environmental, Safety, And Occupational Health
The Contractor is solely responsible for compliance with all federal, state and local laws, including but not limited to the Occupational, Safety and Health Act (OSHA) (Public Law 91-596) and the resulting standards, OSHA Standard 29 CFR 1910 and any ALC Instructions as applicable, and the protection of their employees. Note: ALC Instructions are annotated because many of the USCG/ALC standards exceed the OSHA standard criteria. If a conflict is noted, the most stringent requirement takes precedence. The USCG shall assume no liability or responsibility for the Contractor's compliance or non-compliance with such requirements. In addition, the Contractor is required to flow down the safety requirements/specifications to all subcontracts/subcontractors. Safety requirements listed herein that do not concern Contractor’s operations or services shall be considered self-deleting as mutually agreed by the Contracting Officer and the Contractor.
5.5.1 The Contractor shall be subject to safety inspections of its work sites by the USCG. Contractor safety records shall be available upon request by the Contracting Officer. The Contractor shall be liable for, and shall indemnify and hold harmless the USCG against, all actions or claims pertaining to the “personal” safety requirements of employees. The Contractor shall provide all personal protective equipment (respiratory protection, hearing protection, gloves, steel-toed shoes, safety glasses, protective clothing, etc.). In addition, the USCG is not responsible for medical examinations, hearing testing, substance abuse testing, or any other type of testing for Contractor employees.
6.0 Purchase Order Information
6.1 F.O.B. Point
The F.O.B. point for this order is F.O.B. Destination. Prices in the schedule include all charges for:
travel time; on-site training hours; airfare; lodging; local transportation; and any other travel costs as well as any applicable customs, duties, and taxes. No additional charges will be allowed unless indicated by a bilateral modification to the order.
6.2 Inspection and Acceptance Criteria
Inspection and acceptance shall be performed at destination by the technical POC identified on this order. Performance under this order will not be accepted by the USCG until the technical POC considers all services, material, or training to be delivered in accordance with this SOW.
