About this file

This document is a Technical Questionnaire related to a state and local contract opportunity for recordkeeping services for the State of New Jersey's deferred compensation plans. The questionnaire covers the vendor's organization and market focus, recordkeeping services, participant experience, plan sponsor experience, investment products, and fee flexibility and transparency. Key details include the requirement for an open architecture investment platform, sample investment menu, and the need to accommodate a preferred fund lineup. The questionnaire also requests information on the vendor's cybersecurity procedures, conversion capabilities, participant communication and education services, and their client service team. The contract term is not specified.

The pricing structure allows for a gross, dollar-per-participant fee to be paid from plan assets, with the ability to make exceptions for certain participant types. The vendor must be willing to put a portion of their fees at risk based on service level agreements. The questionnaire also covers the vendor's requirements for an expense budget account and the handling of revenue sharing.
