This is a solicitation from the United States Department of Agriculture Forest Service-Region One for a membrane roof replacement project at the West Yellowstone Interagency Fire Center Jump Base Office. The project location is approximately 2 miles north of West Yellowstone, Montana, with a price range of $100,000–$250,000. Work is estimated to begin in May 2026 and must be completed within 30 calendar days. The contractor is responsible for all building measurements to determine necessary quantities and sizes of materials, with bidding measurements indicating 6,100 roof square feet for the main building and 200 roof square feet for the tower roof, totaling 6,300 square feet, plus approximately 500 linear feet of perimeter facia/trim.
Base contract items include mobilization, building demolition (removal of existing EPDM roofing system and old cover boards/built-up roof, including removal of two radio antennas), damaged decking repair, installation of 3-inch polyisocyanurate insulation with integrated cover board, and new EPDM roofing membrane system installation with new roof edge flashing/facia. An optional item addresses upper-level wall and window repair involving demolition and reconstruction of an approximately 4-foot by 8-foot wall section with two new windows (approximately 42 inches square each—one fixed lite and one awning-style). The contractor must submit a work schedule, safety plan, and material specifications. No work is permitted on weekends or federal holidays. The contractor must coordinate with the Contracting Officer on staging area location, provide a porta-potty for the project duration, and maintain access to the office. Payment will be made only for items on the schedule of items, and the contractor assumes responsibility for building measurements and protection of equipment, materials, and supplies stored on-site.

For individual construction items, longitudinal and lateral measurements for area computations will be made horizontally or corrected to horizontal measurement unless otherwise specified. Measurements for seeding, mulching, geotextiles, netting, erosion control blankets, and sodding will be along slope lines.
Structures will be measured according to neat lines SHOWN ON THE DRAWINGS or as altered by the COR in writing to fit field conditions.
For standard manufactured items, such as fence, wire, plates, rolled shapes, pipe conduits, etc., identified by gauge, weight, section dimensions, etc., such identification shall be considered the nominal weights or dimensions. Unless controlled by tolerances in cited specifications, manufacturer's tolerances will be accepted.
1.3 Units of Measurement - Payment will be by units defined and determined according to U.S. Standard measure as follows:
A. Acre – Make longitudinal and transverse measurements for area computations horizontally.

Original design data include the preliminary survey information, design assumptions, calculations, drawings, and the presentation in the contract. Changes in the number of units SHOWN in the SCHEDULE OF ITEMS may be authorized under any of the following conditions:
1. As a result of changes in the work authorized by the Contracting Officer.
2. As a result of the Contracting Officer determining that errors exist in the original design data used to determine designed quantities that cause a pay item to change by more than 15 percent.
3. As a result of the Contractor submitting to the Contracting Officer a written request showing evidence of errors in the original design data used to determine design quantities that cause a pay item total to change by more than 15%. The evidence must be verifiable and consist of calculations, drawings, or other data that show how the designed quantity is believed to be in error.
B. Staked Quantities (SQ) - These quantities are determined from staked measurements prior to construction.
C. Actual Quantities (AQ) - These quantities are determined from measurements of completed work.
D. Vehicle Quantities (VQ) - These quantities are measured or weighed in hauling vehicles.
