About this file
This is a Statement of Work (SOW) for road rehabilitation and drainage improvements on Forest Service Road 107, a Maintenance Level 3 (ML-3) roadway within the Lincoln National Forest's Smokey Bear Ranger District near Ruidoso, New Mexico.
The contractor must rehabilitate approximately 6.0 miles of roadway and complete all work including roadway reconditioning (blading and shaping), placement of approximately 9,100 tons of crushed aggregate surfacing meeting FP-14 Grading C requirements, roadside brushing and vegetation clearing, drainage ditch and lead-off restoration, and culvert cleaning, removal, upsizing, and installation. Key technical requirements include restoring roadway geometry to ML-3 standards with a minimum 3 percent center crown, compacting aggregate surfacing to a minimum 4-inch depth across a 12-foot travel lane using Compaction Method B with a 7–9 metric ton roller, maintaining 14-foot vertical clearance above the traveled way, and installing new corrugated metal pipe (CMP) or HDPE culverts of increased diameter as specified by the Contracting Officer's Representative (COR). Work must meet Maintenance Level 3 standards with a smooth, compacted, drained surface; effective drainage systems; properly installed culverts; and no continuous ruts, potholes, or obstructions remaining.
Deliverables due within specified timeframes include a Contractor Work Plan, Project Schedule, Traffic Control Plan (MUTCD-compliant), Safety Plan, Equipment List, Culvert Installation Summary, Daily Work Reports, Final Cleanup Certification, and Final Inspection Acceptance, all submitted to the COR. The contractor must furnish all labor, materials, equipment, and supervision, with measurement and payment made at contract unit prices for completed and accepted work. No government-furnished property is provided, and the contractor must designate a Contract Manager with full authority to act on all contract matters.

6.0 miles of Forest Service Road (FSR) 107, a Maintenance Level 3 (ML-3) roadway within the Smokey Bear Ranger District.
The objecƟve of this project is to restore roadway surface condiƟons, improve drainage performance, and remove and install upsized culverts to ensure safe and reliable access for Forest Service administraƟve and public use vehicles.
2.0 SCOPE OF WORK
The Contractor shall furnish all labor, materials, equipment, supervision, and incidentals necessary to complete the work described herein. Work includes, but is not limited to:
Roadway recondiƟoning (blading and shaping)
Placement of new aggregate surfacing
Roadside brushing and vegetaƟon clearing
Drainage ditch and lead-off restoraƟon
Culvert cleaning, removal, upsizing, and installaƟon
MobilizaƟon and site cleanup
3.0 TECHNICAL REQUIREMENTS
3.1 Roadway RecondiƟoning
The Contractor shall:
Blade and shape the traveled way, shoulders, turnouts, and intersecƟons.
Remove potholes, ruts, corrugaƟons, and wash boarding.
Restore roadway geometry consistent with ML-3 standards.
Drainage Requirements:
Restore a minimum 3 percent center crown, unless otherwise directed by the ContracƟng Officer’s RepresentaƟve (COR).
Remove berms created during operaƟons that impede drainage.
Clean and shape lead-off ditches to ensure water exits the roadway prism immediately.
Roadway recondiƟoning is complete when the surface is smooth, compacted, shaped to drain, and free of conƟnuous defects.
3.2 Aggregate Surfacing
Furnish and place approximately 9,100 tons of crushed aggregate surfacing meeƟng FP- 14 Grading C requirements.
Spread aggregate uniformly over the recondiƟoned roadway surface.
CompacƟon:
Moisture-condiƟon aggregate prior to compacƟon.
Compact using CompacƟon Method B with a 7–9 metric ton pneumaƟc, steel, or vibratory roller.
Compact across the full width of the traveled way unƟl no visible evidence of further consolidaƟon is observed.
Finished Surface Requirements:
Minimum 4-inch compacted depth across a 12-foot travel lane.
Aggregate shall not obstruct ditches, culverts, or drainage structures.
3.3 Roadside Brushing and Clearing
Cut and remove woody vegetaƟon within 10 feet of the road shoulder.
Maintain a minimum 14-foot verƟcal clearance above the traveled way.
Dispose of cut material so it does not obstruct drainage features or the roadway.
3.4 Culvert Cleaning, Removal, and InstallaƟon
1. Clean ExisƟng Culverts
Remove sediment, debris, and vegetaƟon to restore drainage funcƟon.
2. Remove ExisƟng Culverts
Remove undersized or damaged culverts as directed by the COR.
3. Install New Upsized Culverts
Furnish and install new corrugated metal pipe (CMP) or HDPE culverts of increased diameter, as specified by the COR.
Install culverts to proper line and grade to ensure posiƟve drainage.
4. Bedding, Backfill, and RestoraƟon
Provide suitable bedding material.
Backfill and compact material in liŌs to prevent seƩlement.
Restore the roadway prism and surfacing to ML-3 standards.
