Yuma Area Office
Statement of Work
YDP Buildings Roof Leak Inspection
PART I – GENERAL INFORMATION
A. BACKGROUND
The mission of U.S. Bureau of Reclamation (Reclamation) is to manage, develop, and protect water and related resources in an environmentally and economically sound manner in the interest of the American public. Reclamation’s Yuma Area Office (YAO) admin building’s roof is equipped with a thermoplastic polyolefin (TPO) membrane roof. The TPO roofing installation was completed in April 2011. Repairs were made to the roof in February 2020 under the 10-year warranty. The TPO membrane roof has weathered further and is no longer waterproof. During rain events, the water passes through the roof, down the structural beams, onto ceiling tiles in different areas, and eventually makes it into several office spaces. In August 2023, the remnants of Hurricane Hilary brought strong winds and rain making matters worse. Reclamation staff has been making observations of which areas are affected during rain events and noticed three additional buildings with leaking roofs within the Yuma Desalting Plant (YDP) property. The additional buildings are the Desalting Building (processing area), YDP admin office, and the switchyard control building where leaks and damaged ceiling tiles have been observed. The
Desalting Building is equipped with a gravel surface roof, YDP admin office with an elastomeric roof, and the switchyard control building with granule surface roof.
B. LOCATION
Reclamation’s YAO complex along with the YDP is located at 7301 Calle Agua Salada, Yuma, Arizona. The YDP is a 60-acre plant located approximately 4.5 miles west of the City of Yuma.
The property is gated and requires Government supervision for entry. The contractor may access one roof at a time. Refer to the Vicinity and Location Maps included in the Appendix A.
C. SITE CONDITION
The weather in Yuma County is typical of the desert southwest. Annual highs and lows range from about 120 to 30 degrees Fahrenheit, with intraday variations of up to 50 degrees. Late fall and winter temperatures are generally mild with a slight possibility of freezing during the late winter months. Strong winds and dust storms are possible throughout the year but are generally experienced during the spring months. Thunderstorms and flash floods are also possible during the “monsoon” season which generally occurs during the late summer months (August and
September). Rain is also possible during the late winter and early spring months. Average yearly rainfall for the Yuma area is approximately 3 inches.
The YDP is an industrial facility, with active equipment and chemicals employed. As such, all workers or visitors to the site need employ safe practices suitable for hazardous site conditions.
PART II – OBJECTIVE
A. SUMMARY
The contract objective is to accurately detect the roof leaks on four buildings, mark the locations, and prepare a report including leak locations, images, recommended repair methods, repair quantities list, and cost estimates. The report should contain the necessary information for a roofing contractor to perform the repairs under a separate contract. The YDP property shall remain fully operational during the contract’s performance period. Ensuring the safety of all employees involved is paramount.
B. PERFORMANCE PERIOD
The performance period for the YDP Buildings Roof Leak Inspection project will be 60 calendar days from the date of contract award to the Contractor.
PART III – REQUIREMENT
A. DEFINITIONS
Hazardous air pollutants (HAPs): pollutants that are known or suspected to cause cancer or other serious health effects, such as reproductive effects or birth defects, or adverse environmental effects.
Hazardous Material (HazMat): a hazardous material is any substance or chemical which is a health hazard or physical hazard.
Legal Disposal: disposition of debris hauled off site to an approved disposal (landfill) area in accordance with Local, County, State, and Federal regulations.
National Emission Standards for Hazardous Air Pollutants (NESHAP): stationary source standards for hazardous air pollutants.
Roof Leak Detection: using leak detection equipment to accurately indicate damage locations and identify appropriate methods of repair specific to those locations.
B. PROJECT DESCRIPTION
The project includes, but is not limited to the following:
1. Preparatory work. Submitting a comprehensive Inspection Plan and Safety Program to be approved before site work/notice to proceed (NTP).
2. Mobilization/demobilization. Mobilize all personnel and equipment necessary to perform roof leak detection and conduct assessment of needed repairs at the work areas. When work is complete the Contractor shall fully vacate the site removing all equipment and materials used in or resulting from the work.
3. Safety of personnel. Providing all safety equipment necessary for roof inspection such as, but not limited to, ladders, temporary skylight cages, safety harness, anchors, etc.
4. Roof leak detection. Furnish materials, equipment, and labor necessary to accurately detect and catalog roof water leaks by using detection equipment such as, but not limited to, infrared, Dec scanner, fluorescent dye etc. Non-invasive inspection methods are preferred. If inspection requires sampling, removal, disassembly, or any other changes to the structure, the contractor shall return structure to existing conditions or better.
Assemble information in an organized and methodical manner.
5. Report preparation. Produce a report based on findings indicating locations to be repaired, and recommended products and methods to do so. Include in the report the quantities and nature of damage caused by the roof leaks to exterior and interior components (ceiling tiles, light fixtures, dry wall, insulation etc.), and approximate cost estimation of the repairs. If multiple repair methods are applicable, provide two best options that would endure the elements.
C. ROOF DESCRIPTIONS
There are four building roofs encompassing the work area:
1. Building 1: The YAO Admin Office is equipped with approximately 33,000 Square Feet
(SF) of TPO membrane roofing. During rain events, the roof leaks from unknown locations, trickles down the structural beams in different directions, and causes damages in many office/other locations on the second floor. Refer to Appendix G photos F-1 through F-20.
2. Building 2: The Desalting Building (processing area) is equipped with approximately
100,000 SF of roofing overlain by gravel with many leaks from unknown locations. Refer to Appendix G photos F-21 through F-23.
3. Building 3: The YDP Admin Office is equipped with approximately 3,000 SF of elastomeric roofing material. Water damage is isolated to one office. Refer to Appendix
G photos F-24 through F-28.
4. Building 4: The Switchyard Control is equipped with approximately 1,800 SF of roofing overlain by granular material. Roof leaks are expected mainly in the vicinity of a drain.
Refer to Appendix G photos F-29 through F-34.
D. QUALITY CONTROL
The Contractor’s Quality Control Plan must include at a minimum the following:
1. Documentation of Contractor’s daily reports, sign-in sheets, weekly safety meetings.
2. Reports of any incidents, accidents, or near misses that occur on the property.
E. QUALITY ASSURANCE
Government oversight of the project includes informing contractor of appropriate work practice at the YDP property, observing conformance to it, and notifying contractor if otherwise. The
Government also will ensure technical and safety requirements are met as per the Statement of
Work. Government must be informed of changes to inspection schedule, work schedule, any accidents, etc. Quality assurance will be provided throughout the contract duration either by the
COR and/or designees of the COR.
