These responses are requested to help the Government understand the position of industry related to each topic and craft the best possible solicitation. The Government does not intend to provide a direct response to the inputs provided. Please limit the response to no more than 8 pages.

TOPIC A:

The Government is considering the structure of this requirement to be a C-type or F-type (Task Order(s) issued under a Multiple Award Contract) contract with the utilization of Technical Direction Letters to maintain appropriate management of individual projects, customers, funding, etc. over the utilization of a Single Award Indefinite Delivery Indefinite Quantity type contract. The Government would appreciate feedback on the proposed contract type and any examples of where these contract types did or did not work well for historically similar requirements.

TOPIC A Company Response:

TOPIC B:

The Government is currently evaluating the proposed Period of Performance for this requirement. The Government is considering a base year plus options. The Government is considering either 4, 6, or 9 one year option periods for a total maximum period of performance including all options of 5 years, 7 years, or 10 years respectively. Please provide your feedback on the potential of each proposed period of performance.

TOPIC B Company Response:

TOPIC C:

The Government is considering the following NAICS codes: 518210 - Computing Infrastructure Providers, Data Processing, Web Hosting, and Related Services ($35M), 541513 - Computer Facilities Management Services ($32.5), and 541330 - Engineering Services ($41.5M). Please provide your feedback on the potential NAICS codes provided or alternate codes and justification for consideration.

TOPIC C Company Response:

TOPIC D:

The Government recognizes the risk associated with cost realism specific to the IT and Cyber Security environment and work force. The Government is considering the establishment of a Government directed minimum direct labor rate escalation percentage value for the purposes of the cost proposal. Please provide feedback on minimum direct labor rate escalation percentage value and approach (single fixed each year, variable with different rate each year, actual minimum direct labor rate values inclusive of the escalation rate, etc.) starting in calendar year 2024.

TOPIC D Company Response:

TOPIC E:

The Government recognizes the risk associated with cost realism and the comparison to the BLS, specifically for DoD Cyber Security enabling work force labor categories with additional security clearance and qualification requirements. The Government wishes to minimize the risk, associated with cost, to both industry and the Government. Would industry be willing to provide averaged labor rates against the proposed labor categories, security levels, and skill levels for the NAS Patuxent River region in order to help validate the Government’s estimated cost and minimum realistic labor rates? If you are not willing to provide this information, please provide your inputs on how the Government should adequately address this area of concern.

TOPIC E Company Response:

TOPIC F:

The Government requests feedback on the proposed labor categories and qualifications in Attachment 2. This includes the inclusion of additional, combining, or derivative labor categories that industry believes will be advantageous to industry and the Government in the ability to recruit and retain the required technical expertise to execute the requirement.

TOPIC F Company Response:

TOPIC G:

The Government is open to considering the utilization of existing Government Wide Acquisition Contracts (GWAC) and other agency strategic sourcing vehicles. Industry is encouraged to identify potential alternative acquisition approaches taking into account the following: the requirement for delegated ordering authority to NAWCAD, Security clearance requirements, size of expected Material/Other Direct Cost lines due to the volume/value of cloud consumption services, and the potential for orders that exceed five years. If you are currently an awardee on an existing GWAC / strategic sourcing vehicles, please identify the contract vehicle, the NAICS code of that vehicle, and your size standard under that vehicle.

TOPIC G Company Response:

TOPIC H:

The Government is currently considering multiple source selection strategies. The following approaches are notional and not considered final until the issuance of the final RFP. The Government is considering publishing a fair and reasonable cost/range and awarding to the highest non-cost factors rated Offeror. The non-cost factors would potentially include several approach / capability requirements evaluated on a pass / fail basis and the inclusion of a corporate experience / past performance based self-scoring system with weighted scoring based on relevancy compared to the instant requirement and the level of importance to the instant requirement. Under this potential approach, the awardee would be the Offeror that is evaluated as “Pass” under all required elements with the highest Government evaluated score with a fair and reasonable cost/price. An alternative approach under consideration is the use of the more traditional “Best Value” approach with Past Performance, Technical Approach, Cost/Price with established minimum direct rates and a minimum total cost/price realism limit in descending order of importance. The Government is requesting industry feedback on the potential approaches or recommendations for alternative approaches.

TOPIC H Company Response:

TOPIC I:

The Government wants to understand if there are any barriers prohibiting competition within Industry with respect to this procurement.

TOPIC I Company Response:

TOPIC J:
