Description of Services or Supplies and Estimated Value: U.S. NMRTC GB requires forty (40) Portable Two-Way Radio Systems - Motorola APX6000 UHF R1 Model 2.5 manufactured by Motorola Solutions, Inc. in support of the Hospital Communication System located at the U.S.
NMRTC GB. The total estimated value for the Two-Way Portable radios, to include Multi Unit Chargers, Single-Unit Chargers, Batteries, Remote Speakers and IMPRES 2 Wire Kit w. Trans Tube is $240,703.84 and will be funded by Department of Defense (DoD) FY25 Operations and

Maintenance (O&M) funds. The anticipated purchase order will be for a firm-fixed price, brand name only, one-time supply buy of a commercial item. The requirement is for the replacement of existing radio inventory that are currently in use and have reached end of life

5. Reason for Authority Cited:
10 U.S.C.2304(c)(1) -- Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements.
Only the manufacturing brand will suffice. U.S. NMRTC GB requires 40 Motorola APX6000 UHF R1 Model 2.5 Portable Radios which are P25-compliant; and compatible with existing Motorola OTAP, OTAR, IMPRES accessories; and current encryption management systems. Acquisition of the Motorola APX6000 UHF R1 Model 2.5 Portable Radio and its associated components: 20 comparable batteries, 20 remote speaker microphones with audio, 20 2-wire w/trans tube, is the only acceptable commercial two-way radio certified to meet Department of Defense (DoD) and Department Homeland security (DHS) encryption and cybersecurity standards, including FIPS 140-2 Level 3.
Motorola is the only provider whose radios are capable of integrating seamlessly into the Motorola’s SmartZone network infrastructure currently in use at NMRTC GB. Any deviations from this Brand Name would incur significant costs, require retraining, reduce interoperability, and compromise system integrity. As such, Motorola is the only Brand that meets the agency’s unique operational needs without interruption to mission readiness.
Procuring non-Motorola type radios would render the existing equipment unusable, resulting in substantial replacement costs and logistical inefficiency.
6. Market Research:
Initial market research was conducted by the Medical Treatment Facility on 13 June 2025, and it was noted that Five Star Wireless, Inc. was a certified Motorola certified distributor with the availability to provide the requested 40 APX6000 UHF R1 MODEL 2.5 Portable Radios. Multiple sources were reviewed including GSA Advantage, SAM.gov, ECAT (DLA), and the Motorola GSA Schedule. Outreach to multiple radio communication vendors regarding compatibility with Motorola ASTRO® 25 infrastructure confirmed that only Motorola Solutions, Inc. offers the specific configuration that integrates seamlessly with the current systems infrastructure.
Contracting conducted additional market research in reference to the specific supply buy need for the 40 Motorola APX6000 UHF R1 Model 2.5 Portable Radios. Our Medical Treatment Facility had only noted Five Star Wireless, Inc in their findings. In our findings, we found three additional vendors that could potentially provide the brand specific equipment being requested in support of GTMO, Cuba’s needs.
Airsupply Tools Inc. and Tribalco LLC are both on GSA advantage under small business, that could provide the two-way portable Motorola radios. Also, Motorola Solutions, Inc. was also found as vendor under a large business, also noted in this documentation as the manufacturer

or the brand specific two-way radios. All vendors are suppliers of the specific supply need being requested, with verified model number provided however, it is unclear if purchase of these devices from vendors has the capability to adapt to the current Motorola’s OTAP, OTAR, IMPRES accessories, or encryption management systems without extensive backend reconfiguration or additional equipment purchases. As requested by the MTF the vendor provided radios must be capable of integrating seamlessly into Motorola’s SmartZone network infrastructure. any deviation would incur significant cost, require retraining, reduce interoperability, and compromise system integrity. As such, Motorola is the only brand that meets the agency’s unique operational needs without interruption to mission readiness.
