About this file

This document is a Single Source Justification (Simplified Acquisition) for a federal contract opportunity. The 89th Communications Squadron at Andrews AFB has an Evapco water treatment plant that requires monthly maintenance to keep the HVAC system operational. The previous contract with Water Chemistry, Inc. has expired, and they are the only authorized and factory-trained provider in the local area capable of maintaining the system while preserving the OEM warranty. As a result, the agency is proposing to sole source the follow-on service contract to Water Chemistry, Inc. from April 2024 through April 2029 at the same pricing as the previous contract. The agency conducted market research but could not identify any other local providers that met the requirements. Future efforts will be made to procure less restrictive equipment that can be serviced by multiple vendors.

Section A: General Contract Information

Is this a Bridge Action as defined in the AF Bridge Action Reduction Plan? Yes No

Contracting Activity: 316 CONS/ 1349 Lutman Drive, Andrews AFB, MD 20762

Project/Program Name: Pulse Pure Water Treatment Program with Closed Loop Rider Annual/Quarterly Services

Purchase Request / Local ID Number:

Estimated Contract Cost (including Options):

Section B: Description of the Supplies/Services Required

The 89th Communications Squadron (CS) has an Evapco Water Treatment plant that keeps the HVAC system cool and at operating temperatures. These systems need monthly maintenance in order to run the most effectively. Without this monthly maintenance, the HVAC system could become inoperable, costing the squadron tens of thousands of dollars to replace. The goal is to have a contract with a local company who is authorized to work on these systems in order to keep the treatment plant up and running.

Section C: Justification for Soliciting from a Single Source or Brand Name

The water treatment system at the 89 CS has gone without maintenance for the last several months, ever since the previous contract with Water Chemistry, Inc., FA286018P0081, expired in Sep 2023. This system is part of the 89 CS's HVAC system and is crucial to keeping it running. The closest company that could provide maintenance is Water Chemistry, Inc. located in Roanoke, Virgina. Water Chemistry, Inc. is the previous contract holder so they already know the system and what needs to be done. They are authorized and factory trained by the Original Equipment Manufacturer (OEM) and will preserve the Express Warranty stipulation for the steady bacterial count on the water treatment device. This Express Warranty states, "The Pulse Pure Water Treatment System will maintain a total bacteria count of 10,000 CFU/ml or less during periods of operation with water flowing through the Pulse Pure device. This biological control warranty is predicated upon customer purchasing an annual monitoring service agreement from a factory trained or factory authorized agent." Water Chemistry, Inc. is that factory authorized agent, and is offering the same prices as previously paid on FA286018P0081 for maintenance in each year of the contemplated service from April 2024 - April 2029. As a result, it is advantageous to sole source this follow-on requirement to Water Chemistry, Inc.

Section D: Efforts to Obtain Competition

During market research to find another company to provide maintenance, it was apparent that there were no other companies locally that met the 89th CS's needs. After reaching out to Evapco, the manufacturer of the water treatment system, they stated that Water Chemistry, Incorporated is the only authorized water systems service partner in the area.

Section E: Steps to Preclude Future Single Source or Brand Name Awards

In the future, 89 CS/SCX will do their best to install equipment with less restrictive warranty stipulation and/or would be able to be worked on by other certified technicians.
