About this file
This document is a Statement of Objectives (SOO) for a Mobile Breathing Air Compressor Trailer dated 26 August 2026, intended for the Travis Air Force Base Fire Department.
The trailer is a self-contained, towable unit designed to provide clean, safe breathing air to refill Self-Contained Breathing Apparatus (SCBA) cylinders for firefighters during emergencies, training, extended incidents, and special operations. The unit must be manufactured in compliance with National Trailer Manufacturers Association (NATM) guidelines and NFPA 1901 (2016 edition). Key technical specifications include: a 2-position containment fill station accommodating SCBA or SCUBA cylinders up to 31 inches in length; dual diesel and electric compressor capability; minimum 2,000 cubic feet onboard breathing-air storage capacity at 6,000 psi; minimum four high-pressure storage cylinders rated to 6,000 psi organized in a four-bank system with independent control; high-pressure hose reel; electronic moisture-monitoring system to ensure air purity meets NFPA and OSHA standards; and compressor output capacity identified in SCFM and maximum operating pressure. The unit must feature high-gloss powder coat paint, hydraulic surge brakes with breakaway actuator, bulk fill pneumatic logic, and all quick-disconnect fittings for SCBA connections.
Additional requirements include a minimum 50-foot shore power cable capable of operating the compressor (not just auxiliary systems), adjustable-height 2-5/16 inch ball hitch/coupler, bolt-on tongue toolbox, 120V/15A and 12V auxiliary power outputs, weather-resistant protective cover for operations panel and fill station, scene lighting system with elevated mast, spare tire and wheel chocks with fender well storage, and factory-certified technician startup and orientation. Weight and dimensions must be compatible with approved department towing vehicles and storage requirements. Delivery must occur within 90–120 days to Travis Air Force Base Fire Department, with freight included. Vendors must clearly identify which listed features are included versus optional equipment.

1.0 Purpose of Use
The mobile breathing air compressor trailer is designed to support fire and emergency operations by providing a safe, reliable source of clean breathing air. Its primary purpose is to refill Self-Contained Breathing Apparatus (SCBA) cylinders used by firefighters during emergencies, training, extended incidents, and special operations. The trailer allows air refilling to occur on scene or at remote locations without reliance on fixed facilities, improving response readiness, operational efficiency, and firefighter safety.
2.0 General Description
The system is a self-contained, trailer-mounted unit that produces, stores, and dispenses high-pressure breathing air. It includes an air compressor, storage cylinders, monitoring equipment, and power systems, all integrated onto a towable trailer. The unit is designed for mobile use and can operate independently or connect to shore power when available.
