The B-1 stand requires a front wheel assembly with swivel mechanisms and integrated locks, while rear wheels remain fixed. All stands must incorporate slip-resistant platform floors and stair treads, leveling jacks, hydraulic safety features such as lock valves or velocity fuses, and full compliance with OSHA standards (29 CFR 1910 and 1926) and ANSI/SAIA A92 series standards for Mobile Elevating Work Platforms. SALIENT CHARACTERISTICS

For

B-Series Hydraulic Maintenance Platform/Stands

1.0. SCOPE OF EQUIPMENT:

All proposed products must meet or exceed the specifications outlined in this Salient Characteristics document. The products must be designed, manufactured, and tested to ensure compliance with all applicable requirements, including performance, safety, and environmental standards.

All items must be delivered to the 309th Aerospace Maintenance and Regeneration Group (AMARG) at the designated location, with the seller responsible for all costs and risks associated with transportation. The delivery terms are FOB (Free on Board) DESTINATION, which means that the seller is responsible for delivering the products to the AMARG facility, with the buyer taking possession of the products at the destination.

Protective Foam Bumpers (All Stands):

All stands must be equipped with protective, non-marring foam (or equivalent) bumpers on all external edges of the work platform. This is required to prevent scratches, dents, or any other damage to the aircraft skin or components when the stand is positioned for use. The bumper material must be durable and resistant to common aviation fluids and environmental exposure.

Pneumatic Castors:

(Hard castors will not be accepted):

All maintenance stands must be equipped with manufacturer-installed casters featuring foam-filled, puncture-proof tires. This is a mandatory requirement to prevent equipment downtime, as the stands will operate in a desert environment where tire punctures are common. Standard, air-filled pneumatic tires are not acceptable.

The caster assemblies must meet the following specifications:

o B-4 and B-1:

Part number: S-7010-PR-4SL-ZB (NSN 5340-01-581- 2855) or equivalent.

Wheel Assembly: Must be equipped with wheels that include both swivel lock and brake features.

o Specific Requirements for B-1 Stand:

Front Wheel Assembly (towbar side): The B-1 stand is required to be delivered with a manufacturer-installed front wheel assembly. This assembly must feature a swivel mechanism with integrated locks, as well as an incorporated wheel lock.

Rear Assembly: The rear wheels are fixed and do not require a swivel or swivel-lock mechanism.

Maintenance Platform/Stands Guardrails/Handrails:

Removable Guardrails (All Stands): The guardrails on the work platform must be designed for quick removal and re-installation without specialized tools to allow the stand to be positioned flush against an aircraft. The design must use a tool-less system, such as quick-release push pins or an equivalent. When re-installed, the guardrails must lock securely in place to meet all safety requirements.

Handrail Fasteners (B-1): The handrails on the access stairs must be permanently affixed with bolts only. For safety, the corresponding locking nut for each bolt must be installed facing outward, away from the walkway.

Mandatory Safety & Compliance Standards:

All maintenance stands must be designed, manufactured, and certified by the manufacturer to be in full compliance with all applicable U.S.

federal standards in effect at the time of manufacture. This includes, but is not limited to:

o Occupational Safety and Health Administration (OSHA) standards for General Industry (29 CFR 1910) and Construction (29 CFR 1926), particularly those pertaining to walking-working surfaces, scaffolding, and mobile platforms.

o American National Standards Institute (ANSI) / Scaffold & Access Industry Association (SAIA) A92 series of standards for Mobile Elevating Work Platforms (MEWPs).

The vendor is solely responsible for identifying and adhering to all relevant subsections of these standards. As part of this compliance, the following features are mandatory and must be incorporated into the design:

o Fall Prevention: A complete guardrail system, including top rails, mid-rails, and toe boards, on all open sides of the work platform and handrails on access stairways.

o Hydraulic System Safety: The hydraulic system must be equipped with safety features, such as a lock valve or velocity fuse, to prevent the uncontrolled descent of the platform in the event of a hydraulic failure.

o Stable and Secure Positioning: The stand must be equipped with leveling jacks and wheel locks/brakes to ensure the unit is level, stable, and secure before use.

o Slip-Resistant Surfaces: All platform floors and stair treads must be constructed from non-slip material to prevent slips and falls.
