About this file
This document is a Limited "Good-Faith" Asbestos Survey Report for the exterior roofing system of Building 33 (Dental Clinic) at the Mann-Grandstaff Veterans Affairs Medical Center in Spokane, Washington. The survey was conducted on May 9, 2025, by two EPA-AHERA Building Inspectors, Samuel W. Bailey Jr. and Todd A. Lewis, to verify asbestos content in preparation for a planned roof replacement project.
The comprehensive survey examined multiple roofing materials, including white membrane roofing, tan-colored membrane roofing, white "snow-coat" roofing sealant, gray paper-backed rigid foam insulation, and light tan fibrous vapor sheeting. Laboratory analysis by Mountain Laboratories using Polarized Light Microscopy (PLM) determined that none of the tested materials contained asbestos. The report concludes that all sampled exterior roofing system materials are asbestos-free and can be handled and disposed of as general construction waste without specialized personnel training.

PROJECT DESCRIPTION
Building 33 (Dental Clinic) located on the Mann-Grandstaff VAMC property is a modern, single-story, concrete, steel & wood constructed medical use building. The structure is comprised of a reception/waiting room area, multiple exam rooms, offices, restrooms and mechanical areas.
For this survey project only the suspect exterior roofing system building materials were inspected and tested to verify asbestos-minerals content to support a near future scheduled replacement project.
The roof deck is approximately 4,900 ft² in size, including the north side entry vestibule roof deck.
Roofing materials present consist of the original white membrane system installed over a white fibrous vapor sheeting on plywood decking and areas of rigid foam insulation board (use for water directional cricketing); and, tan & white colored weatherproofing sealant coating systems.
The structure is approximately 4,900 square feet in size. The structure resides at the southeastern property area of the VAMC campus, bounded by Building 30 (eye clinic) & a large vehicle parking lot to the north, vegetated grounds & Assembly Street to the east, vegetated grounds & Wellesley Street to the south, and, vegetated grounds & Building 41 to the west.
2.0 SCOPE OF WORK
The scope of work was designed to meet the requirements for asbestos inspection and due diligence notification as defined within the Occupational Safety & Health Administration (OSHA) Asbestos Standard (29 CFR 1926.1101); Washington Industrial Safety & Health Act (WISHA) standard (WAC 296-62-077); National Emission Standards for Hazardous Air Pollutants (NESHAP 40 CFR 61);
applicable portions of the Asbestos Hazardous Emergency Response Act (AHERA 40 CFR 763);
and, the Spokane Regional Clean Air Agency (SRCAA) Regulation I, Article IX.
May 27, 2025 PAGE 2 Mountain Consulting Services
The survey was conducted through visual evaluation, classification and analysis of suspected asbestos containing materials (ACMs) used in the construction or remodeling of the Exterior Roofing System Materials present with the Commercial Dental Clinic Building.
The survey included the following tasks:
Visual survey and assessment of the location and condition of suspected materials.
Collection and analysis of bulk samples from suspected asbestos containing materials.
Preparation of a report summarizing the identification and assessment of any asbestos containing materials and material found not to contain asbestos.
3.0 ASSESSMENT SURVEY PARAMETERS
3.1 HOMOGENEOUS AREAS
Homogeneous areas are those considered to be consistent throughout an area based on color, texture, and construction era. For the purpose of this survey, homogeneous areas were delineated using the construction era, material composition, and material location as the primary considerations. Material appearance, texture, size, color, and analytical results may support assumptions about each material’s homogeneity.
3.2 BULK SAMPLING
Suspected ACMs were collected according to guidelines in 40 CFR 763.85 and were sampled to determine the type and percentage of asbestos by volume.
At least two samples were collected from selected miscellaneous materials; at least three samples from thermal system insulation materials; and, suspect surfacing materials were sampled according to the AHERA “3/5/7 rule.” For other types of suspect materials, or materials assumed to be non- ACM, regulations require the on-site AHERA building inspector to determine the appropriate number of samples.
The quantity of material present, manufacturer’s labels, appearance, construction or renovation era, and inspector’s expertise were used to determine the number of samples. A homogeneous material is an ACM if one or more sample results are equal to or greater than 1% asbestos.
The EPA recommends that at least three samples be analyzed by polarized-light microscopy (PLM) for the following types of materials to prevent false negative results (less than 1% asbestos):
Materials that contain low concentrations of asbestos fibers (less than 10%);
Materials with asbestos fibers tightly bound in a matrix;
Materials with milled asbestos fibers (fine fibers);
Materials with hand-mixed asbestos fibers; and, Materials with a combination of these characteristics.
May 27, 2025 PAGE 3 Mountain Consulting Services
All bulk samples must have results below <1% asbestos before the material may be classified in accordance with AHERA rules as not being an ACM. However, if asbestos is detected in the material at less than <1%, WISHA worker health and safety regulations may still apply.
3.3 LABORATORY AND ANALYTICAL METHODS
Mountain Consulting submitted for analysis Ten (10) bulk material samples collected from Five (5) different homogeneous suspect asbestos-containing roofing systems/materials identified present with the with the exterior roof decks of the Commercial Dental Clinic Building included for survey.
All generated bulk samples were submitted for analysis to Mountain Laboratories of Spokane Valley Washington using chain of custody procedures. Mountain Laboratories participates in the national voluntary laboratory accreditation program (NVLAP) and is a NVLAP accredited asbestos testing laboratory, Certification Code: 101890-0.
All samples were analyzed to determine asbestos type and content using PLM with dispersion staining in accordance with the following methods:
EPA EPA 600/R-93/116, “Method for the Determination of Asbestos in Bulk Building Materials” (July 1993).
EPA “Interim Method for the Determination of Asbestos in Bulk Insulation Samples” (40 CFR Part 763, Subpart F, Appendix A; May 27, 1982).
ASTM Draft “Standard Method of Testing for Asbestos Containing Materials by Polarized Light Microscopy (PLM)” (ASTM Committee D22.05; January 14, 1988).
4.0 ASBESTOS SURVEY FINDINGS
This section describes tested suspect building materials that were proven to be asbestos-containing (Regulated ACM), or, proven to be free of asbestos minerals contents (Asbestos-Free). [Refer to the bulk sampling analysis report in Appendix B for tested material compositions & Appendix C for bulk sampling locations google-aerial map].
4.1 MATERIAL CONTAINING GREATER THAN >1% ASBESTOS
Regulated ACMs are materials proven to contain greater than >1% asbestos. AHERA and NESHAP regulations distinguish between friable & nonfriable forms of ACM. A friable material is defined as one that can be “crumbled, pulverized or reduced to powder by hand pressure when dry.”
Friability is an indication of a material’s ability to release asbestos fibers into the air. Regulated ACMs are defined by NESHAP as all friable ACM and non-friable ACM that may be disturbed by renovation or demolition.
PROVEN REGULATED ACM MATERIAL
All sampled & analyzed suspect Exterior Roofing Materials tested from Dental Clinic Building 33 for this limited asbestos survey project, were proven to be free of asbestos minerals content (Asbestos-Free). Refer to the Section 4.4 for a detailed list of the suspect materials tested.
May 27, 2025 PAGE 4 Mountain Consulting Services
4.2 MATERIAL ASSUMED TO CONTAIN ASBESTOS
No suspect building materials were ASSUMED to contain asbestos during this limited good-faith asbestos survey project.
4.3 MATERIALS WITH ASBESTOS CONTENT AT LESS THAN <1%
No roofing system building materials analyzed for asbestos centent were proven to contain less than one percent asbestos, during this limited good-faith asbestos survey project.
4.4 PROVEN ASBESTOS-FREE MATERIALS
Microscopic examination of bulk samples collected from the following suspect exterior roofing system building materials present with the MG-VAMC, Dental Clinic Building 33 Structure, did not detect the presence of asbestos minerals (Proven Asbestos-Free):
White “Snow-Coat” Roofing Sealant (exposed throughout) (samples 25-002.2-01 & 02) White & Green Membrane Roofing (main roofing throughout) (samples 25-002.2-03 & 04) Tan Coated Membrane Roofing (of north portion roof deck area, same membrane as
Samples 03 & 04) (samples 25-002.2-05 & 06) Gray Paper Backed Rigid Foam Insulation (of select roof deck cricket area, under membrane roofing) (samples 25-002.2-07 & 08) Light Tan Fibrous Vapor Sheeting (under membrane roofing) (samples 25-002.2-09 & 10)
4.5 MATERIALS ASSUMED NOT TO CONTAIN ASBESTOS
The following materials were assumed not to contain asbestos, based on material types:
Natural Wood Components.
Unfaced Fiberglass Insulations.
Steel & Metal Components.
5.0 CONCLUSIONS AND RECOMMENDATIONS
Our findings are based strictly on information obtained from our site observations during field survey activities; review of related asbestos analysis data and from current sampling analysis.
Consistent with our knowledge and understanding of environmental regulations, particularly as they apply to the potential liabilities associated with asbestos-containing building materials, we present the following conclusions and recommendations:
5.1 CONCLUSIONS
Asbestos-Free Materials: The roofing materials proven not to contain asbestos require no further action in regard to asbestos regulations. These materials maybe impacted without any specialized personnel training and disposed of in a landfill that accepts general construction waste.
May 27, 2025 PAGE 5 Mountain Consulting Services
5.2 RECOMMENDATIONS
If any materials not identified in this survey are uncovered during renovation, they must be considered asbestos-containing until sampling and analysis proves otherwise. ACM must be handled in accordance with OSHA, WISHA, NESHAP, and local SRCAA regulations.
The building owner or tenant is required by OSHA/WISHA regulations to notify all maintenance and custodial workers of the presence and location of ACMs. Maintenance and custodial work during which employees will contact but not disturb asbestos shall be performed by workers with at least 2 hours of asbestos awareness training.
The Spokane Regional Clean Air Agency (SRCAA), the local building department, and the local fire department should be contacted regarding possible permitting requirements for renovation activities.
