About this file
This document is an RFQ (Request for Quotation) checklist for SOLICITATION #15JA0527Q00000004, designed to assist offerors in preparing complete and compliant quotes.
The solicitation requires offerors to submit quotes containing specific organizational and technical information across two volumes. Volume I must include resumes and up to two professional references for all prospective key personnel, with offerors required to propose a minimum number of court reporters based on location and provide a comprehensive list of all contractor personnel with access to grand jury material. Volume I also requires a submission not exceeding two pages addressing the proposed recording method and equipment, as well as knowledge and implementation of grand jury security measures and staffing accessibility protocols. Volume II must include organizational past performance references for work completed within three years of the solicitation issue date, though older references are accepted but considered less relevant. The checklist emphasizes compliance with EOUSA AI-10-1E regarding grand jury material handling, requiring express written authorization from the Contracting Officer or U.S. Attorney's Office before disposal or storage, and mandatory written approval before recording any grand jury proceedings.
The checklist also requires offerors to complete multiple Federal Acquisition Regulation (FAR) provisions either online in the System for Award Management (SAM) or submit them with the quote, including representations and certifications for commercial items, information regarding responsibility matters, and certifications regarding telecommunications and video surveillance services or equipment. Offerors must be registered and active in SAM at the time of quotation submission to be eligible for award, with a 7-10 business day processing period for new registrants.
