About this file

This document is a Questions and Answers (Q&A) file from the Department of the Air Force, 11th Contracting Squadron in Washington DC, dated 9 September 2025, addressing a furniture replacement project for a Sensitive Compartmented Information Facility (SCIF). The Q&A covers detailed specifications for furniture procurement and installation, including the disposal of existing furniture (approximately 7 office chairs, 3 guest chairs, 3 L-shaped desks, 3 regular desks, 1 executive U-shaped desk, 5 dressers, and 2 shelving units) and requirements for new furniture. Key specifications include preference for freestanding desks with a light walnut-like wood tone, compliance with the Buy American statute, and acceptance of refurbished items in like-new condition.

The document provides extensive installation logistics, noting that work must occur during duty hours (0900-1600), be supervised by office personnel, and involve stair carry with specific stairwell dimensions. Installers must have a Real ID and obtain base access passes, with furniture to be delivered through the staff door on Brookley Ave. Existing equipment including 2 large shredders, a filing cabinet, and a safe will remain in the space. Technical requirements include 34-inch curved monitors, power hubs with standard 3-prong plugs and optional USB, and non-wall mounted storage due to SCIF security restrictions. The government will handle IT equipment removal and classified material management during the installation process.

AFE/PRO Furniture Questions and Government Responses

1. How much furniture is being disposed of?

Government Response: Approximately 7 office chairs, 3 guest chairs, 3 L-shaped desks, 3 regular desks, 1 executive U-shaped desk, 5 dressers, 2 shelving units.

2. Is there a preference for the style, material or color of furniture?

Government Response: A lighter tone that pairs well with the light gray flooring. Ideally a wood pattern that is light but not white, maybe walnut or similar.

3. Are there any country-of-origin restrictions on the products being quoted?

Government Response: The Buy American statute will apply to the contract.

4. For the open work area, is system furniture preferred, or would you like freestanding desks?

Government Response: Freestanding is preferred.

5. If system furniture is preferred, what panel height is required?

Government Response: See above; freestanding preferred.

6. If system furniture is selected, should the stations also include whiteboards?

Government Response: See above; freestanding preferred.

7. Can the shredders and vertical file cabinets be relocated?

Government Response: Yes, but the filing cabinet should remain near the open area by the countertop if possible.

8. Does all the new furniture need to be brand new, or are refurbished options acceptable?

Government Response: Refurbished can be acceptable under the condition that it is in like-new condition with no visible damage, abrasions, or marks and does not look different from any new items installed. If offering refurbished materials, include clear catalog cutouts and pictures to verify the condition of the items.

9. Can the existing printers on the countertop remain in place?

Government Response: They can if needed, though moving to a shelving unit is preferred. Note that unclassified printers must have 3 feet of separation from classified ones.

10. Regarding office contents currently stored inside desks and bookcases: Do you need us to provide secured crates with security ties for staff to pack their contents (to ensure chain of custody)?

Government Response: Classified materials will be packed up and maintained in the office during installation. All other items will be relocated or stored out of the way. Crates and ties are not needed.

11. Desktop IT equipment: should it be removed prior to our arrival, or do you need us to provide packing materials so those items can remain staged inside the SCIF during the project?

Government Response: The government will be removing the IT equipment prior to installation.

12. Confirm yesterday’s (04 September) site visit was mandatory, and any proposals submitted from a vendor not in attendance will not be considered?

Government Response: Any contractor that has not previously scheduled a site visit to survey the area and provide the government with a floor plan design will not be responsive to the solicitation. The last opportunity to do so was 04 September 2025. All contractors that are competing for this opportunity will have accomplished a site visit and submitted a complete floor plan detailing how the furniture will be installed.

13. Confirm the awarded vendor will be responsible to remove existing furniture?

Government Response: Correct, vendor will be responsible for removal.

14. Provide a list of existing furniture that will not be removed from site and needs to be included in our design? Include dimensions of each.

Government Response: 2 large shredders (3’x1.6’x1.7’), a filing cabinet (5.1’x2.2’x2.3’), and a safe (4.4’x2.4’x1.9x) in the private office.

15. As this area is a SCIF, is their NIPR and SIPR cables in the space? If so, do you require separate wire management channels for those cables?

Government Response: It is not required.

16. For the requested power hubs, confirm configuration. Such as power/data/USB etc…

Government Response: Hubs should have standard 3-prong plugs and USB (optional) with no data capability. Hubs should also be compatible with Uninterruptible Power Supplies (UPS) if possible.

17. Are power hubs required for the private office L-shaped desk?

Government Response: Yes.

18. Can you provide the weight of the monitors?

Government Response: Approximately 20 lbs each.

19. Is the countertop staying as installed along with the storage to the left of it, or is it to be removed? If removed, are we responsible for that as well as wall repairs?

Government Response: Countertop is staying installed.

20. If the countertop stays, are the (2) printers and (1) fax machine staying on the countertop, or should we include those in our furniture design?

Government Response: Printers and fax machines can stay on the counter, but would ideally be moved to shelving while maintaining the 3 foot separation requirement stated above.

21. Are we responsible for data cables?

Government Response: No, local Comm will support any additional data cabling.

22. If the new stations require a hardwire whip from house power, are we responsible to connect the whip to house power, or will you provide an electrician?

Government Response: We would strongly prefer to use existing power options due to SCIF wall shielding and security requirements.

23. Are installers required to be US citizens?

Government Response: Installers are required to possess a Real ID and sufficient documentation to obtain a pass from the Visitor Control Center for 30-60 days. As a result of the Real ID mandate, many visas are no longer acceptable to gain access to the installation.

24. Once awarded, we would request base access passes for our team for 60-90 days. Is that possible?

Government Response: After award, the government will request a list of contractor personnel to submit to the Visitor Control Center for base access.

25. Confirm we may use the Brookley Ave side entrance for deliveries?

Government Response: Correct, though parking in the back lot instead of on the street so as to not obstruct traffic.

26. Can you provide recent photos of the space where the furniture will be installed?

Government Response: The area is a SCIF, so photos cannot be provided.

27. What are Installation Access and Hours?

Government Response: In general, the normal duty day is 0900 – 1600. Once awarded, the installation schedule and hours will be communicated.

28. Are there any time restrictions we should be aware of (e.g., no after-hours work, noise restrictions, etc.)?

Government Response: Due to the installation taking place in a SCIF, work must be supervised by an office member at all times. Therefore, installation during duty hours.

29. Is street offloading permitted, or must all deliveries come through the front/main entrance of the building?

Government Response: Unloading off the street is discouraged. However, there is a usable back lot close to the staff door that would likely be a viable installation option.

30. Which door(s) will be accessible for bringing in the furniture?

Government Response: The staff door on the Brookley Ave side of the building is available and preferable. If needed, the front door is available as well.

31. Considering this is a stair carry, can you confirm stairwell dimensions and clearance for large items?

Government Response: Stairs – 3 flights of eight steps with 2 landings. Both the Upper and Upper-middle landing has a deck space of 8ft wide x 4 ft depth and 12-16ft ceiling – the lower deck has a space of 6 x 3.10 with a 7ft ceiling.

32. Will any existing furniture remain in the space?

Government Response: Yes.

33. If so, can you provide a list or description of what will be left?

Government Response: 2 large shredders (3’x1.6’x1.7’), a filing cabinet (5.1’x2.2’x2.3’), and a safe (4.4’x2.4’x1.9x) in the private office.

34. Can you provide a CAD file?

Government Response: The government as-built provided in the solicitation is the most information the government can provide on this particular area.

35. Should all finishes be grade 1 laminate and paint?

Government Response: The government’s understanding is that grade 1 is entry-level and budget-friendly. With that in mind, grade 1 is acceptable.

36. What is the approx. size of the monitors to be used?

Government Response: 34 inch curved monitors.

37. What is the approx. size of the CPU unit?

Government Response: The desktops are 18”x17”x8”.

38. Can shelves be wall mounted or is a hutch required for storage area?

Government Response: Due to security requirements regarding drilling and cutting SCIF walls, the government prefers non-wall mounted storage.

39. Are there specific locations for the existing hardware or can they be located anywhere within the space?

Government Response: The safe must remain in the private office, and the filing cabinet should remain near the desks by the countertop if possible.

40. Please confirm if this is stair carry.

Government Response: Correct, the government has no elevator at the install location.

41. There is no loading dock. Please confirm where the installers will off load and deliver furniture.

Government Response: The access options are the front door used during the site visit, or the side staff door facing Brookley Ave. Installers can use whichever is required, though the staff door is close to the back parking lot, so it is likely the best option.
