About this file
This Statement of Objectives (SOO) is for a furniture overhaul project for the AFE/PRO office located at Joint Base Anacostia-Bolling in Washington, DC. The project aims to redesign an 8-person office space with 7 workstations and 1 executive workstation, addressing current space limitations and furniture inconsistencies. Key requirements include adjustable-height desks (approximately 72x30 inches), ergonomic accessories like monitor arms and under-desk storage, a small conference table, storage solutions, and careful consideration of the secure workspace environment.
The project has a 120-day performance period, with contractors required to provide a detailed floor plan, bill of materials, installation costs, and furniture photos as part of their proposal. The office is a Sensitive Compartmented Information Facility (SCIF), so contractors must be eligible to work in such an environment. Existing sensitive hardware must remain in place during installation, and the vendor will be responsible for disposing of current furniture. The project's success will be measured by the team's ability to perform duties efficiently with minimal disruption, with the ultimate goal of accommodating all 8 office members in a functional, uniform workspace.

Statement of Objectives (SOO) for AFE/PRO Furniture Overhaul
1. Statement of Objectives (SOO)
The Statement of Objectives (SOO) provides the basic, top-level objectives of a task order (TO), and is provided in lieu of a government-written statement of work (SOW) or performance work statement (PWS). It provides the contractor the flexibility to develop cost-effective solutions and the opportunity to propose innovative alternatives for meeting the objectives.

3. PURPOSE:
This project has been requested to accommodate our 8-member office. We currently have 7 desks of varying sizes, some too small to reasonably accommodate work, and others too big to fit the 8th desk.
4. PERIOD AND PLACE OF PERFORMANCE:
The period of performance is 120 days starting from contract award. The location is 16 Brookley Ave SW, Ste 201, Joint Base Anacostia-Bolling.
5. BACKGROUND: Building 16, Suite 201 on Joint Base Anacostia-Bolling contains our office. At present, the office contains 7 desks for 8 people and requires another desk. However, space limitations prevent adding one desk without removal of others. As such, the desks need to be replaced with ones of uniform size (barring the commander’s new desk). Not doing so will prevent us from having all personnel in office, and thus unable to comply with the return-to-work executive order. We need a new furniture solution in our SCIF to accommodate all 8 members of the office. Contractors will provide furniture solutions that meet the requirements outlined below. They will provide a floor plan, a list of furniture to be installed as well as photos, an expected installation timeframe, and a price quote. If removal of existing furniture is scheduled to take place before 1 Oct 2025, contractors must also provide quotes for removal of existing furniture.
6. PERFORMANCE OBJECTIVES, GOALS AND OUTCOMES:
A. Comfortably and practically accommodate 8 members and their workstations in the office.
B. Contractor will need to design a usable, practical work environment consisting of 7 workstations, 1 executive workstation, 1 small, round conference table located in the commander’s office, and various storage located throughout the office. Finish options should be provided for furniture.
(Suggestions for finishes are welcome; sample photos of flooring are included in this package to assist with coordination.) All similar furniture should match (i.e. same finish type for all desks (including executive desk for commander’s office) and cabinets, and all chair upholstery should match).
a. Workstations should consist of straight adjustable-height desks, around 72x30 (apx), large enough to fit 2 panoramic monitors, 2 phones, and various other small items. They should also have chairs, under-desk storage (i.e. drawers), standing mats, a mount for the PC to attach to the desk (to allow raising and lowering of the PC with the desk), dual monitor arms large/strong enough to fit panoramic monitors (or 2 individual mounts with arms), a cable management solution, power hubs, and potentially attachable under-desk front drawers. Privacy options, such as backboards, shrouds, etc., are desired but not mandatory.
b. Executive workstation should be much of the same with the exceptions of having an adjustable-height L-shaped executive desk (potentially 2 matching desks in an L configuration, one height-adjustable and one stationary), an additional under-desk storage solution (i.e. drawers), and 2 chairs tucked up to the front of the desks if space allows.
c. Conference table should be small, able to fit at least 3, ideally 4, and should fit in the corner of the commander’s office. If there are space constraints, sharing chairs between the conference table and the desk is acceptable.
d. Commander’s office should also have a bookcase.
e. Storage lockers or cabinets should be present to store clothing and miscellaneous office supplies. Ideally one per person (i.e. 8) if space allows, but that is likely impossible. If so, 1 clothing locker for the commander’s office, and however many can be reasonably fit and shared by the remaining office members, divided reasonably between clothing and miscellaneous storage.
f. Shelving/hutch/some form of surface storage able to hold office printers and misc appliances (i.e. microwave, toaster oven, etc.) Main requirement is separating our 3 printers by at least 3 feet.
g. Monitor screens must not be visible from the entryway, so layout must orient desks to accommodate, or include objects to block line-of-sight.
h. Any cables run along the floor in areas must be secured or covered to prevent safety mishaps.
C. The installation will take place in a SCIF, and contractors will need to be eligible to perform work in one. Work will be monitored by at least one office member at all times. The SCIF contains existing sensitive hardware that will need to remain in the SCIF before, during, and after installation, and must be taken into account during planning. Hardware includes:
a. 2 shredders
b. Server/switch box jutting from the wall
c. Storage safe
d. Filing cabinet
e. Classified IT equipment
D. Existing furniture will need to be disposed of by the vendor.
7. DELIVERABLES:
Number Title Frequency 001 Proposed floor plan detailing how items will be installed to include dimensions Delivered as part of proposal package
002 Bill of materials and installation cost to include cost of removal
Delivered as part of proposal package
003 Pictures of furniture to be installed along with finish/upholstery options
Delivered as part of proposal package
8. PERFORMANCE METRICS
The project will be considered successfully completed if all members are able to perform their duties in their office at the same time, with little to no headache. Growing pains and minor annoyances are within expectations, but any significant loss of capability with regard to equipment storage or job performance goes against the intent of the project.
9. CONSTRAINTS
The contractor must comply with the requirements of the awarded contract under which the task order will be issued. The contractor should include a list of constraints – such as GFE, licenses, etc. not included under the contract in its task order proposal response.
