Requirements Document
SUBJECT: Procurement of Mission Critical Hydrofluorocarbon (HFC) compressed gasses for a static reserve
OVERVIEW:
The American Innovation and Manufacturing Act (AIM Act) targets several Hydrofluorocarbon gasses for phase down of production as previously occurred with Ozone Depleting Substances (ODS). As many weapons platforms within the Department of Defense moved from ODS to HFCs, the need has arisen to ensure a sustainable supply of these Mission Critical compressed gasses is available. Projected need extends beyond the year 2060. To that end, The Defense Logistics Agency (DLA) will initiate a large acquisition of two (2) mission critical virgin HFC compressed gasses, determined by the Services to be the most critical at this time; Heptafluropropane (HFC‐227ea) and Hexafluoropropane (HFC‐R236fa). These two items will be placed in a static storage at DLA, Richmond, Virginia until such time as they are needed.
REQUIREMENTS:
Quantities
The initial repository will contain the following total quantities of each of the two identified gasses
(HFC‐ 227ea & HFC‐ 236fa):
HFC‐227ea (Heptafluoropropane): 1,150,000 pounds
HFC‐R236fa (Hexafluoropropane): 500,000 pounds
Technical Requirements
The Contractor shall supply 4BA 4BW‐300 cylinders certified in accordance with applicable
Department of Transportation (DOT) specifications. All cylinders shall be painted and stenciled in accordance with MIL‐STD 101‐C (August 2014).
The Contractor shall also ensure all cylinders are leak free and pass independent third‐party laboratory analysis testing for purity. The current certified laboratories include A‐Gas Americas, Hudson Technologies INC, Intertek Testing Services, and National Refrigerants. Copies of the test reports shall be attached to each cylinder in a waterproof envelope and copies shall also be submitted to the Contracting Officer’s Representative when the DD‐250 is submitted for payment.
For the 150‐pound cylinders, DLA would accept a lab certification from the source/bulk tank, but the documentation would need to be provided that ties each 150‐pound cylinder back to the source/bulk tank. A copy of the Safety Data Sheet (SDS) shall also be attached to each cylinder in a waterproof envelope.
Certificates of Analysis are required to ensure product compliance to specifications. The
Certificate of Analysis shall document the results of the testing of material to the required chemical specifications and analytical methods described in the governing specification for the material.
The Contractor shall deliver the gasses as follows:
