About this file
This document is a Single Source Justification (Simplified Acquisition) for a federal contract opportunity. The Department of the Air Force Air Mobility Command (AMC) requires the purchase of SimX Virtual Reality (VR) Training Kits. The government has determined that SimX, Inc. is the only company that can provide the needed VR training systems with the required medical/Tactical Combat Casualty Care (TCCC) scenarios and aircraft environments. The government will award a single source, firm-fixed price purchase order to SimX, Inc. and the contractor shall deliver the VR products per the specified delivery dates. Proposals are due by 3:00 PM CST on August 6, 2024 and must be valid for at least 30 days. The government will evaluate proposals based on technical acceptability and responsibility in accordance with simplified acquisition procedures.

CONTROLLED UNCLASSIFIED INFORMATION
April 2021 CONTROLLED UNCLASSIFIED INFORMATION Page 2 of 2April 2021 CONTROLLED UNCLASSIFIED INFORMATION Page 2 of 2 companies could provide virtual reality training systems but they could not provide all the characteristics that were needed. It was further identified that only five of the companies off Virtual Reality (VR), Mixed Reality (MR), or Augmented Reality (AR) training systems that include Tactical Combat Casualty Care (TCCC) scenarios. When all companies were evaluated SimX Inc.

Section E: Steps to Preclude Future Single Source or Brand Name Awards
Barriers to competition exist because only the SimX Inc. can provide the VR Training Systems with all the required characteristics. Therefore, until other VR Training Systems are compatible with HQ AMC/SGR needs, no alternative exists at this time.
HQ AMC/SGR will continue to research and attend vendor fairs to determine if any other support could meet the needs of the Government in the future.
Section F: Contracting Officer's Determination
I have determined, in accordance with FAR 13.106-1(b)(1), that the circumstances of this contract action deem only a single source is reasonably available.
