About this file

This is a Justification and Approval (J&A) document for other than full and open competition under 10 U.S.C. § 3205. The U.S. Coast Guard (USCG), Aviation Logistic Center (ALC), Equipment Support Division (ESD) seeks to procure Hydraulic Trip Jacks specifically designed for use with Lockheed Martin C-130J Super Hercules aircraft through a sole-source, firm fixed-price purchase order with Columbus Jack Corp, located at 2222 S. Third Street, Columbus, OH 43207-2402. The hydraulic tripod jacks are used to safely lift and support aircraft wings during maintenance and repair operations, including landing gear servicing, wing inspections, and critical maintenance procedures on the HC-130J. Solicitation number is 70Z03826QE0000040.

The justification demonstrates that Columbus Jack Corporation is the only vendor able to provide 30-ton wing jacks meeting Coast Guard specifications and safety requirements. Market research using AMMIS, FEDLOG, WEBFLIS, and the Internet identified only one source of supply, and no part of the requirement can be competed separately. The USCG conducted market research and determined anticipated prices will be fair and reasonable based on comparison with prior Asset Maintenance Management Information System (AMMIS) history and Independent Government Cost Estimate (IGCE). The acquisition was forecasted in the Department of Homeland Security Acquisition Planning Forecast System (APFS) on 06/03/2026 with an estimated SAM.gov publication date of 06/22/2026. The Buy American Act applies with no exceptions. The contracting officer certifies that supporting data is accurate and complete, with approval recommended for this sole-source award to maintain Coast Guard mission readiness and support critical aircraft maintenance operations.
