Technical acceptability requires that all items be new approved parts with clear, documented, and auditable traceability from the OEM or distributor to current location. Offerors must furnish a Certificate of Conformance in the format specified in FAR clause 52.246-15. Pricing should include any quantity discounts or discounts for prompt payment. Delivery must be specified in days after receipt of order (ARO) to Elizabeth City, North Carolina. The Government intends to award without discussions, though it reserves the right to conduct discussions if necessary, reject any or all offers, accept other than the lowest offer, and waive minor irregularities. Offerors may withdraw offers by written notice received before award. A written notice of award to the successful offeror will result in a binding contract without further action by either party. Post-award debriefings will disclose evaluation factors, ratings, rankings, rationale for award, and responses to relevant procedural questions.
