About this file
This is a Justification and Approval (J&A) for Other Than Full and Open Competition for a sole source procurement by the U.S. Coast Guard.
The Department of Homeland Security, United States Coast Guard, Aviation Logistics Center, Medium Range Recovery Division in Elizabeth City, NC is procuring various avionic components on a sole source basis from Rockwell Collins, Inc. (RCI), the Original Equipment Manufacturer, for use on MH-60T aircraft. The solicitation number is 70Z03826QJ0000035, and the contract type is Firm Fixed Price (FFP) Purchase Order. The estimated total contract value is redacted but includes procurement of six component types: Antenna (4 units), Fan (16 units), Receiver Radio (4 units), Receiver-Trans Radio (4 units), VPM-8600A (8 units), and High Power AMP HPA (4 units). Funding is from Procurement Construction & Improvement (PC&I) fiscal year 2026 funds. This acquisition follows a previous indefinite delivery, indefinite quantity contract with RCI valued at $64,823,978 that expired on 08/31/2025. The components are required for the Rockwell Collins Common Avionics Architecture System (CAAS), which integrates communications, navigation, and mission subsystems to enhance aircraft performance, safety, and reliability.
The sole source justification is based on RFO 6.103 and 41 U.S.C 1901, as RCI is the only approved source capable of providing components with required OEM specification compliance and traceability. A Sources Sought Notice posted on SAM.gov on 10/10/2025 received two responses, but both Qondala LLC and BHPE LLC were deemed technically unacceptable as they cannot provide direct supply chain control from RCI. The J&A will be posted to SAM.gov on 04/30/2026. The contracting officer has determined anticipated prices will be fair and reasonable based on comparison with the Independent Government Cost Estimate and similar items in related industries. Market research was conducted October–November 2025 using multiple government and commercial databases, which confirmed RCI as the only viable source.

(d) Impact to the mission that would result if the J&A is not approved and, consequently, the product or service not provided.
Failure to approve this sole source Justification for Other Than Full and Open Competition will jeopardize the performance of the USCG’s mission due to grounding of the aircraft as a result of no stock being available as components are required.
(e) Rationale for use of the nonavailability exception to the Buy American statute, including detailed information explaining why the particular articles, materials, or supplies of the class or kind to be acquired, either as end items or components, are not mined, produced, or manufactured in the United States in sufficient and reasonably available commercial quantities and of a satisfactory quality.
The nonavailability exception to the Buy American Statute does not apply to this requirement. Therefore, the Buy American Statute will be included in both the solicitation and terms and conditions of this contract.
