About this file

This document is a Justification and Approval (J&A) for a Sole Source Acquisition by the US Coast Guard for procuring specific aircraft parts for the HC-130J aircraft from Honeywell International Inc. The procurement includes 5 Cabin Air Pressure Valves (Part Number 103036-5), 3 Gas Turbine Engines/Auxiliary Power Units (Part Number 3800599-1), and 5 Butterfly Valves (Part Number 3291272-2-3), all to be purchased on a firm fixed price basis using Fiscal Year 2025 procurement funds. The acquisition is a total small business set-aside with a brand name justification, as Honeywell is the original equipment manufacturer (OEM) and the only source capable of providing these flight-critical components with necessary traceability and airworthiness certification.

The solicitation (Number 70Z03825QH0000048) was posted on the DHS Acquisition Planning Forecast System on February 18, 2025, with zero inquiries received. Market research confirmed Honeywell as the sole source, and no alternative parts can be considered due to strict safety and performance standards. The procurement is anticipated to result in a purchase order around June 30, 2025, with quotes due by July 17, 2025 at 1:00 PM EST. Quotes must be submitted via email, with the solicitation number in the subject line, and must include a Certificate of Conformance (COC) and clear traceability to the OEM.
