About this file

This is a Quality Assurance Surveillance Plan (QASP) document that establishes performance standards and monitoring requirements for triennial electrical inspection services under solicitation 36C26126Q1088 issued by the Department of Veterans Affairs Veterans Health Administration Veterans Integrated Service Network 21.

The QASP defines four critical performance objectives with zero-deviation thresholds: (1) Testing, Inspection, and Maintenance services must be performed at frequencies specified in the associated Performance Work Statement with 100% compliance to all legally mandated requirements, monitored through 100% inspection; (2) all reports must be accurate, complete, and timely per the PWS with no discrepancies allowed, verified through 100% inspection; (3) emergency and callback services must meet response times outlined in the PWS 100% of the time with no deviations, confirmed through 100% inspection; and (4) all personnel must maintain required certifications and licensure per the PWS requirements 100% of the time with zero exceptions, subject to 100% inspection. The document emphasizes that failure to meet any performance threshold will result in termination for default, and these thresholds are identified as critical to mission success. This is a 100% Service-Disabled Veteran-Owned Small Business (SDVOSB) set-aside opportunity.

Quality Assurance Surveillance Plan (QASP)

The following Performance Requirement Services Summary identifies the performance objective and performance thresholds for critical tasks associated with providing support services for this requirement. The performance threshold describes the minimum acceptable levels of service required for each requirement. The Performance Requirements Summary shall not take the place of the PWS. These thresholds are critical to mission success. Failure to meet the standard will result in termination for default.
