About this file

This technical exhibit outlines four key performance requirements for a vegetation planting contract on North Breton Island in Louisiana. The contractor must develop a work plan and schedule for operating on the remote barrier island and installing plants in four restoration areas: Mangrove Marsh, Dune, and Back Barrier Marsh. For each area, performance standards are set for the plant species, quantities, and installation methods. The requirements also specify random sampling inspection methods to ensure 80% survival rates for the plant materials two weeks after installation. The contract will be awarded by the Department of the Interior Fish and Wildlife Service to provide over 800,000 smooth cordgrass plants and smaller quantities of other coastal plant species for habitat restoration on the island.

TECHNICAL EXHIBIT 1

Performance Requirements Summary The contractor service requirements are summarized into performance objectives that relate directly to mission essential items. The performance threshold briefly describes the minimum acceptable levels of service required for each requirement. These thresholds are critical to mission success.

PRS # 1.

The Contractor shall develop a work plan and schedule that demonstrates that work will be completed within the performance period, that details the contractor’s plan for operating on a remote barrier island, and that details the contractor’s plan for installing plants in the Mangrove Marsh, Dune, and Back Barrier Marsh restoration areas.

The contractor provided a workplan that thoroughly details the logistics and schedule of achieving the work required in the contract. The provided work plan sufficiently explains the contractor’s plan for dealing with the logistics of working on a remote barrier island, including but not limited to transportation of plant material to the island, storage of material on-shore and on the island, sanitary facilities, etc. The work plan addresses the planting requirements detailed in TS-2.2, TS-3.2, TS-4.2, and TS-5.2 of the Performance Work Statement.

The work plan receives approval after review conducted by the Government after the submittal of the work plan by the Contractor.
The Government shall review the work plan upon its submittal after the issuance of the NTP.

PRS # 2

The contractor shall install 14,400 Black Mangrove (Avicennia germinans) plants in the Mangrove Marsh restoration area.

The plants and plant installations followed the standards set out in TS-1 and TS-2 of the Performance Work Statement.
Upon any inspection prior to the final inspection, plants not adhering to the standard will be rejected and need to be replaced by the Contractor. For the final inspection, the work will be accepted if the random sampling has a survival rate of 80% or greater after being installed for 2 weeks.
The Government shall visually inspect plant materials prior to shipment to the island and may perform additional inspections any point prior to installation of the plants. For the final inspection, the Government shall visually inspect a random sample of plants 2 weeks after their installation.

PRS # 3

The contractor shall install 48,350 Bitter Panicum (Panicum amarum) plants and 7,650 Sea Oats (Uniola paniculate) plants in the Dune restoration area.

The plants and plant installations followed the standards set out in TS-1, TS-3, and TS-4 of the Performance Work Statement.

PRS # 4

The contractor shall install 800,000 Smooth Cordgrass (Spartina alterniflora) plants in the Back Barrier Marsh restoration area.

The plants and plant installations followed the standards set out in TS-1 and TS-5 of the Performance Work Statement.
