About this file
This document contains questions and answers regarding Solicitation Number 140F0422R0006 for vegetative planting services on North Breton Island in Louisiana. The solicitation requires planting 14,400 black mangrove plants across 282 acres of the island according to specifications in the Performance Work Statement. Potential offerors asked about being able to guarantee supplying a lower quantity than specified, but were informed they must be able to furnish the full number of plants required. Offerors also asked about accounting for changes to the actual project footprint of 588 acres compared to the 420 acres in documents; they were clarified that submissions should be based on the original specifications and any modifications would occur after award. The document includes a post-construction aerial image of the island illustrating the discrepancy between original designs and current conditions.

Q&A Solicitation No. 140F0422R0006 Amendment No. 6
1. Clarification needed for PWS Section TS - 4.3. (Page 14): The language in TS - 4.3 describing how Sea Oats will be planted in rows caused some confusion due to it excluding a bullet that was present in TS - 3.3. In summary, TS - 3 and TS - 4 describe the specs for Bitter Panicum and Sea Oats. Those two plants will be planted in the dune area, with both plants in the first row closest to the sand fence, then all remaining rows just being Bitter Panicum.
Answer/Clarification: For TS - 4.3, the confusion was easily cleared up by the diagram. Also, there will be a "first row" on either side of the fence so "rows" is accurate.
2. The potential offerors stated they are uncertain if they will be able to find sufficient supply for Black Mangroves during the period of performance. They wanted to know if they could submit a bid with only being able to guarantee sourcing a lower amount than what is required in the specs. I said that they should still submit, as I wanted to ensure we had sufficient bids. I believe clarifying this for other bidders is required.
Answer/Clarification: The Government requires 14,400 number of Black Mangrove plants per Section 2 Price Schedule in the Notice to Prospective Offerors. All potential bidders are expected to submit a price and have capabilities for furnishing the full number of plants required. Potential bidders can address any assumptions and exceptions in Volume 3 Price Quotation.
3. We discussed with the contractors how the conditions on the site have changed since the PWS was put together. The PWS is based on the design specs for the construction, 422 acres, while the actual footprint after construction is 588 acres. I informed the contractors that their submissions should be based entirely on the 422-acre design specs that are in the solicitation and that any changes that would account for the 588-acre final footprint would occur after awarding the contract and that modifications to number of plants would not be likely.
Answer/Clarification: In the PWS it states the entire island is "approximately 420 acres" which is accurate to the 2019 designs, so no change is needed. The planting contract is taking place over 282 acres. For the final contract, we will likely need to do a no cost modification to increase the area that is to be planted, but not the final number of plants. The final real area is 588.5 acres.
Below is a post-construction aerial from February 2022 of the island to illustrate the issue. The outlines show the design that we were aiming to achieve and that got us our "~420 acre" figure. That's the figure the bids should currently be based on. No change based on the new 588-acre figure will take place as it is too large of a shift this close to the deadline for submissions.
