About this file
This document is a contract clauses and provisions attachment for a federal solicitation, specifically incorporating DFARS (Defense Federal Acquisition Regulation Supplement) and FAR (Federal Acquisition Regulation) clauses by full text and by reference.
The document establishes payment procedures through the Wide Area Workflow (WAWF) system, requiring contractors to register at https://wawf.eb.mil/ and maintain a designated electronic business point of contact in the System for Award Management (SAM). Contractors must submit payment requests using specific document types based on contract pricing: cost vouchers for cost-type line items (including labor-hour and time-and-materials), invoices and receiving reports for fixed-price deliverables, Invoice 2in1 for fixed-price services without deliverables, progress payment requests for customary progress payments, and performance-based payment requests for performance-based payments. The routing data table specifies DoDAACs for payment processing, including Pay Official (F87700), Issue By (FA5205), Service Approver and Acceptor (F3D0A0), with the contracting activity's WAWF point of contact identified as the 35th Contracting Squadron at Misawa Air Base, Japan (Yuka Numata, yuka.numata.jp@us.af.mi). The contract includes options to extend services for up to six months and to extend the contract term for up to three years and six months total duration, with rates adjustable only for revisions to prevailing labor rates. An ombudsman has been appointed to facilitate resolution of concerns from offerors and potential offerors, with contact information provided for the Air Force Contracting Community (AFICC/KH) and the Department of the Air Force ombudsman office. Numerous DFARS and FAR clauses are incorporated by reference, addressing compensation restrictions, cybersecurity, antiterrorism, labor laws, Iran-related activities, Xinjiang procurements, and commercial products/services terms.
