PROTESTANT RELIGIOUS EDUCATION COORDINATOR
PERFORMANCE WORK STATEMENT (PWS)
(16 July 2024)
1. SECTION 1. DESCRIPTION OF SERVICES AND QUALIFICATIONS
1.1. DESCRIPTION OF SERVICES: The Protestant Religious Education (RE) Coordinator
(Contractor) shall work with the Lead Protestant Faith Group Chaplain to provide a comprehensive
Christian Worship & Education program for the Dyess AFB Chapel (Customer). The Contractor shall provide all personnel, equipment, supplies, supervision, and other items and services necessary to function as Protestant RE Coordinator at Dyess Air Force Base, Abilene, Texas in accordance with this PWS. All work performed by the Contractor shall be performed in accordance with all applicable laws, regulations, standards, instructions, and commercial practices.
1.2. MINIMUM QUALIFICATIONS: The Contractor shall:
1.2.1. Submit a resume to document qualifications and experience.
1.2.2. Either a) Hold a bachelor’s degree from an accredited college or university (preferred but not required). Priority will be given to those with a degree in RE, education, or related areas; or b) Have previous experience by employment or volunteer as: 1) RE Coordinator in a military chapel, or 2) civilian director of RE, or 3) director of a state or federal education program; or c) Be currently pursuing a degree in a related field of Christian education.
1.2.3. Be open to working in a military chapel in a pluralistic and diverse environment. This includes working on ecumenical projects with the chapel’s Catholic parish and involvement with persons from a wide variety of faiths.
1.2.4. Be able to maintain professional relationships with teachers, students, parish members, and chapel staff from a variety of denominational backgrounds.
1.2.5. Undergo a government background investigation (at government expense) in accordance with
Department of Defense Instruction (DODI) 1402.5.
1.2.6. Undergo a successful background criminal history check in accordance with current instruction outlined in DAFI 52-101 (29 Nov 2023, and future revisions). Contractors may be hired pending a successful completion of background checks at all levels.
1.2.7. Communicate effectively both orally and in writing, organize efficiently, and manage diverse program elements.
2. SECTION 2. PERFORMANCE OF WORK: The Contractor shall:
2.1. Organize and manage the Protestant RE program at Dyess AFB, including Sunday Worship, mid-week RE, and monthly community-wide outreach.
2.2. Be accountable to the Deputy Wing Chaplain, through the Lead Protestant Faith Group
Chaplain, as the resource person, advisor, and coordinator of RE for the Protestant Parish;
cooperatively plan and implement a year-round religious education (RE) program for parish members of all ages, to include identifying parish needs, curriculum, class schedule, teacher training needs, and resources required; provide facility and budget requests for RE seasonal programming
NLT 1 July for the upcoming educational year or as directed by Wing Chaplain; provide annual review of the RE program NLT 15 June including summary of activity, trends, and progress from the preceding year, and suggestions regarding future programming direction.
2.3. Coordinate Volunteers. Provide volunteer job descriptions; recruit, prepare, and assign volunteer teachers, substitutes, and other necessary staff; organize and provide teacher-training workshops/events as required; provide orientation to new volunteers on facilities, funding, policies, and resources; ensure volunteers submit a background check application with the chapel monitor and follow up on its completion; maintain a current roster and schedule of all volunteers (including hours worked) with roles and responsibilities, including primary and alternates; coordinate annual volunteer recognition program or commensurate recognition upon completion of work, including documentation of hours volunteered. Contractor shall be responsible for ensuring the moral character of volunteers is commensurate with their responsibilities. Contractor shall be responsible for protecting personal information of volunteers.
2.4. Coordinate Marketing. Create and disseminate marketing materials to advertise programming the Contractor coordinates; utilize all available base resources, including Chaplain Corps intranet and social media, public affairs, flyers, email, text messaging, etc.
2.5. Coordinate Attendance Records. Keep records of enrollment and attendance for all events;
maintain Protestant RE files and submit monthly attendance reports to Lead Protestant Faith Group
Chaplain.
2.6. Coordinate Communication with Community Members. Contact parish members via in-person or electronic means bi-weekly; interface with Parish Councils and/or leadership and attend regular Protestant Advisory Council meetings to report trends, attendance, program needs, and to coordinate parish support of RE activities.
2.7. Coordinate Facilities Requirements. Ensure the facility space is reserved; perform set-up and tear-down as needed; unlock and re-lock facilities; submit work orders to the facility manager;
maintain RE areas in a clean, orderly, and safe manner; comply with base safety standards pertaining to storage areas.
2.8. Coordinate Funds. Monitor the collection and handling of all funds received to ensure compliance with Department of the Air Force Instruction (DAFI) 52-105 and Department of Air
Force Manual (DAFMAN) 52-107; submit Appropriated and Chapel Tithes and Offering Fund
(CTOF) requests in accordance with DAFI 52-105 and DAFMAN 52-107 to purchase program related supplies and curriculum; ensure all curriculum has been pre-approved by the Wing Chaplain prior to execution of funds.
2.9. Coordinate Sunday Religious Education and Worship.
2.9.1. Coordinate and train volunteers as ushers and greeters.
2.9.2. Coordinate with praise team leader and preaching pastor to develop updated slides, to include announcements, welcome, song lyrics, Bible verses, notes, etc.
2.9.3. Coordinate Children’s Church and weekly bulletin insert for children corresponding to the preaching text for that week.
2.9.4. Coordinate weekly bulletin, including announcements, order of service, etc., no later than the Friday before Sunday worship service.
2.9.5. Coordinate order of service with preaching pastor, ensuring all elements have necessary facilitators.
2.10. Coordinate Mid-Week Religious Education. Coordinate weekly religious education opportunities such as men’s, women’s, and youth Bible studies or children’s programs as the needs arise; ensure all curriculum has been pre-approved by the Wing Chaplain prior to execution of funds.
2.11. Special Events
2.11.1 Vacation Bible School (VBS). Coordinate, schedule, and organize VBS (of a 4- or 5-day duration, approximately 2.5 hours per day) during summer season, in conjunction with the Lead Protestant Faith Group Chaplain and Catholic parish (currently the Catholic parish will be participating every other year); recruit volunteer teachers and staff; select VBS curriculum; create the educational and experiential environment (e.g., transforming chapel facilities into ancient Jerusalem, undersea or other specialized environment); promote program; recruit and train volunteer leaders.
2.11.2. Special Holidays. Select and cast program, implement rehearsal schedule, recruit volunteers for set design, music direction, choreography, wardrobe, etc. for special programs
(e.g. Christmas Pageant, Resurrection Egg Hunt), and other events as coordinated with Lead
Protestant Faith Group Chaplain.
2.11.3. Quarterly Community-Wide Outreach. Coordinate quarterly worship service and meal with Lead Protestant Faith Group Chaplain; establish and maintain contact with local protestant churches, identifying a military member liaison for each; manage entry access list
(EAL) for off-base church representatives; coordinate fellowship dinner and church ministry information fair.
2.12 Performance Evaluation: Performance of a service shall be evaluated to determine whether or not it meets the performance requirements of this contract. Re-performance of unacceptable services at no additional cost is the preferred course of action when appropriate. In the case of issued
Corrective Action Reports (CARs), the Contracting Officer shall take appropriate measures according to inspection of services clause in the contract, i.e., FAR 52.246-4, 52.246-5, or 52.212-
4(a).
3. SECTION 3. GENERAL INFORMATION
3.1. Subcontract a qualified substitute of equal or higher proficiency should circumstances prevent any of the obligated services from being provided; project absences as far in advance as possible and no less than 14 days in advance; the Deputy Wing Chaplain or Lead Protestant Faith Group
Chaplain, in coordination with the Contract Officer Representative (COR), will approve suitable arrangements. There will be no paid sick leave or paid ordinary leave.

2.7
No more than two incidents per year where the Deputy Wing Chaplain determines that the Contractor did not properly adhere to facility standard operating procedures.
The Contractor shall provide oversite for all income and expenses related to the parish.
2.8
Zero incidents where CTOF funds are collected without the required number of properly trained counters; Zero incidents of purchasing funds prior to approval of funds requests.

2.9 No more than four weeks per year when
children’s Church is not provided.
The Contractor shall provide vacation Bible school.
2.11.1
Must be provide at least every other year, as coordinated with the Deputy Wing
Chaplain.
The Contractor shall provide logistical support and coordination of quarterly community-wide outreach
2.11.3 Zero events missed per year.
3.2. In case of emergency, the Contractor shall notify the Deputy Wing Chaplain or Lead Protestant
Faith Group Chaplain within 24 hours of emergency-based absence. The contractor is responsible for all costs associated with providing a substitute.
3.3. While RE classes are not in progress (typically in the summer season), the Contractor shall continue regular office hours to ensure responsive customer support while continuing with a robust program of advertising, volunteer development, recruitment and training for the following year. The
Contractor shall provide additional Religious Education programming as directed.
3.4. Hours of Operation. The Contractor shall perform the services required under this contract during the hours listed below unless otherwise noted (Vacation Bible School, Religious Education
Kick-off, etc.). Scheduled times may vary depending upon mission requirements. Approximately 16 hours minimum per week are required.

3.5. Federal Holidays. The following federal holidays are observed at Dyess AFB. If federal holidays fall on Saturday, the preceding Friday will be observed. If federal holidays fall on Sunday, the following Monday will be observed. The Contractor shall be required to provide services on some holidays in conjunction with religious observances, as included in the annual events calendar coordinated with the Lead Protestant Faith Group Chaplain.

3.6. Base Closures. Work scheduled but not accomplished because of base closure due to weather, exercises, or actual alert, shall be accomplished as soon as possible after reopening the base.
3.7. Contractor/Employee Base Pass and Identification, Special Clearances and Vehicle Passes.
The Contractor shall comply with all requirements and procedures In Accordance With (IAW) FAR
5352.242-9000, Contractor Access to Air Force Installations.
4. SECTION 4. COMPLIANCE AND STANDARDS:
4.1. Contractor shall comply with all requirements set forth in applicable Department of the Air
Force Instructions, regulations, and policies (includes locally established policies).
4.2. Contractor shall comply with all procedures established by the Wing Chaplain, Lead Protestant
Faith Group Chaplain, and Superintendent/NCOIC Chapel Operations.
4.3. Contractor shall consistently reflect a positive, professional attitude through dress, appearance, and demeanor. Employee attire will be in good rapport, and should not be considered offensive, disruptive, or unsafe.
4.4. This contract is for twelve months. The Contractor will be paid monthly, the amount being specified on the signed contract. Contractor shall utilize WAWF (Wide Area WorkFlow) for submitting invoices online monthly.
4.5. While on the military installation, the Contractor shall be subject to monitoring and inspection but under no circumstances shall such person be deemed to be employee or agent of the government.
4.6. The Lead Protestant Faith Group Chaplain will monitor performance for this contract in coordination with the Deputy Wing Chaplain or Wing Chaplain. The Customer will provide items deemed necessary to perform services described in this PWS. The Contractor will be notified in writing of all noncompliance work, and will be given an opportunity to correct, if possible, nonconforming work. The Contractor will be given the opportunity to respond in writing to any notice of noncompliance.
5. SECTION 5. DISPUTE CLAUSE: Any grievance by the Contractor shall be resolved at the lowest level. The Chain of Command is as follows: Lead Protestant Faith Group Chaplain, Deputy
Wing Chaplain, and then the Wing Chaplain. If this does not resolve the problem, the Contractor should follow guidance given from the base Contracting Office.
6. SECTION 6. SAFETY
6.1. Contractor shall comply with all applicable Occupational Safety and Health Administration
(OSHA) and Air Force Office of Safety Health (AFOSH) standards.
6.2. Contractor shall not bring any hazardous materials into Dyess AFB or use hazardous materials in any Dyess facility.
6.3. Weapons, Firearms, and Ammunition. Contractor employees are prohibited from possessing weapons, firearms, or ammunition on themselves or within their Contractor-owned or privately-owned vehicles while on Dyess Air Force Base.
6.4. The government is authorized to restrict the employment under the contract of any Contractor employee or prospective Contractor employees, who is identified as a potential threat to the health, safety, security, general well-being, or operational mission of the installation and its population.
