Time & Material
The following tables are examples of the required cost proposal format, but may be revised as necessary to be consistent with your establishing accounting and estimating systems.
For pricing purposes, assume a contract start date of December 1, 2020. The period of performance is 5 years from contract award. Propose all costs in accordance with each
contract fiscal year (CFY) as shown below. If composite direct and/or indirect rates are used due to differences in fiscal periods, then revise the templates to show how the
composite CFY rates are developed. Keep all spreadsheet formulas and cell references intact. Offerors are responsible for the accuracy of data throughout this Excel spreadsheet.
Additional supporting cost information may be requested if necessary to determine cost/price reasonableness.
INSTRUCTIONS - LABOR RATES
1. Provide a complete breakdown by cost element for each proposed labor rate (i.e., direct labor, O/H, G&A, profit and taxes). Show how the indirect rates and profit are applied to the base
labor rates to arrive at the fixed fully burdened hourly rates. For each cost element, provide a narrative explanation describing your estimating methodology and basis for the proposed costs.
2. Labor Rates: Identify base labor rates (unburdened) for each labor category and the source of the rates (e.g., actual rates for named individuals, FPRA, average category rates, etc.).
If the labor rates are escalated, separately identify the escalation rate and show how escalation is applied to the base rates in order to arrive at the proposed rates.
3. Indirect Rates: Show the proposed indirect rates by CFY for all applicable burdens. Identify the application bases and the major cost elements included in each indirect rate pool. Provide
a narrative explanation regarding the basis of estimate for the proposed rates (i.e., FPRA, billing rates, historical rates, budget estimates, DCAA audited rates, etc.).
Change formulas below as necessary to adhere to your established accounting and estimating practices.
4. Profit: Show the proposed profit applied to each labor category. Although not required, the contractor is encouraged to provide substantiation for the proposed profit.
5. New Mexico Gross Receipts Tax (NMGRT): This represents the applicable NMGRT for the NM location in which services are rendered.
6. Fixed Rate: This represents the offered fixed price for each fully burdened hourly labor rate. Agreed-upon rates will be incorporated into the contract.
7. Fiscal Years: Please provide fully burdened labor rates for all five (5) years.
8. The Contractor shall provide a price quote for the Option to Extend Services clause under Tab 3. 52.217-8 Option to Extend Services. (NOV 1999) - The Government may require continued performance of any services within the limits and at the rates specified in the contract. These rates may be adjusted only as a result of revisions to prevailing labor rates provided by the Secretary of Labor. The option provision may be exercised more than once, but the total extension of performance hereunder shall not exceed 6 months. The Contracting Officer may exercise the option by written notice to the Contractor within 30 days of contract expiration. The option to extend services for the 6 month period following year five (5) will be utilized for evaluation purposes, but will not be included in the contract award ceiling.
9. The Offeror must specify that it has thoroughly reviewed the current Collective Bargaining Agreement (CBA) and/or applicable Wage Determination(s) (WD), and the proposed rates for covered employees and include at least the minimum requirements to include starting pay, wages, health and welfare, qualification pay, bonus/incentive allowances and any/all other requirements for compliance.
| Please add another Excel tab(s) to fully narrate basis and methodology as necessary. | |||||||
| *Enter all information as required in the yellow highlighted cells for each contract period. | |||||||
| **The below proposed fully burdened labor rates will link directly into the "T&M Rates" and "Labor Hours and Summary Dollars" sheet. | |||||||
