Memorandum for Record – Brand Name Justification

This memorandum documents the 60th Contracting Squadron's (AMC) decision to restrict competition and procure the Pitney Bowes SendPro MC3000 Meter Machine on a brand-name basis for Travis Air Force Base, in accordance with FAR 12.102(a). The procurement is identified as MFT 26-117 and was issued on 28 August 2026.

The justification for the brand-name restriction centers on system integration and operational efficiency. Travis AFB currently utilizes the Pitney Bowes SendPro subscription already procured by Headquarters AFIMSC, which enables the AFIMSC Official Mail and Postal Branch to monitor Pitney Bowes postal equipment across multiple locations using real-time data capabilities. Additionally, Travis AFB participates in the AFIMSC Master Postage Account, which allows rapid meter and mailing machine replenishment within minutes for Pitney Bowes equipment; without this account, the replenishment process would require multiple weeks. Standardizing on Pitney Bowes products preserves Travis AFB's access to these integrated systems and expedited account management capabilities. The Contracting Officer for this procurement is SSgt Joseph Restua-Perez, who may be contacted at joseph.restua_perez@us.af.mil or 707-816-3897.

DEPARTMENT OF THE AIR FORCE

60TH CONTRACTING SQUADRON (AMC)

28 August 2026

MEMORANDUM FOR RECORD

FROM: 60 CONS/PKB

SUBJECT: MFT 26-117 Pitney Bowes SendPro MC3000 Meter Machine Brand Name

Documentation

1. The purpose of this memorandum is to document the decision to restrict competition for the brand-name requirement of SendPro MC3000 Meter Machine in accordance with RFO

12.102(a).

2. Currently, Travis AFB utilizes the Pitney Bowes SendPro subscription which has already been procured by HQ AFIMSC. This subscription allows AFIMSC Official Mail and Postal

Branch to monitor locations with Pitney Bowes postal equipment with real-time data at a moment’s notice. Travis AFB can also view their data as well.

3. Travis AFB is also a part of AFIMSC Master Postage Account which allows them to replenish their meter/mailing machine in a matter of minutes for Pitney Bowes machines.

Without this account, the process could take multiple weeks. Utilizing Pitney Bowes products allows Travis AFB to replenish their meter machine as soon as possible and allows them to keep utilizing the AFIMSC Master Postage Account.

4. For questions and concerns contact SSgt Joseph Restua-Perez at joseph.restua_perez@us.af.mil or 707-816-3897.
