Attachment (3) – Personnel Qualifications

PERSONNEL QUALIFICATIONS

1. DESIRED PERSONNEL REQUIREMENTS AT TIME OF AWARD

1.1 Senior Lead LINUX System Administrator (SLLSA) (Key Personnel): The Government desires:

A bachelor’s degree in Computer Science or in a related technical field such as engineering or science.

At least ten (10) years of experience in LINUX system administration, preferably within DoD.

At least five (5) years of experience with storage systems and networks.

At least five (5) years of experience leading a team of system administrators providing services to end users, preferably to scientists and software engineers.

Demonstrable working knowledge of LINUX system administration including DNS, LDAP, FTP, NFS, and Apache software, ROCKS clusters and interconnect technologies, NetApp HCI, RAID SAN and NAS technologies, RedHat IPA, Puppet Enterprise, Varonis, Firemon, Lumeta, Help Desk, Wiki support tools and the RMF accreditation processes. Experience with data migration tools, tape backup and restore, configuration management, and SIEM tools is preferred.

Required certifications: Red Hat Certified System Administrator (RHCSA) (preferred) or CompTIA LINUX+ and CompTIA Security+

1.2 Senior LINUX Systems Administrator (SLSA) (Key Personnel): The Government desires:

A bachelor’s degree in Computer Science or in a related technical field such as engineering or science, or equivalent experience.

At least ten (10) years of experience in LINUX system administration, preferably within DoD.

At least five (5) years of experience with storage systems and networks.

At least five (5) years of experience providing services to end users, preferably to scientists and software engineers.

Demonstrable working knowledge of LINUX system administration including DNS, LDAP, FTP, NFS, and Apache software, ROCKS clusters and interconnect technologies, RAID SAN and NAS technologies, RedHat IPA, Puppet Enterprise, Varonis, Firemon, Lumeta, Help Desk, Wiki support tools, the RMF accreditation processes, and software compilation, installation, and troubleshooting. Experience with, regex, Web Design using php, ruby, html, js or yaml, Database creation, scripting for automation, python module installation and maintenance, tape backup and restore, and configuration management preferred.

Required certifications: Red Hat Certified System Administrator (RHCSA) (preferred) or CompTIA LINUX+ and CompTIA Secuirty+

1.3 Senior Windows Systems Administrator, (SWSA) (Key Personnel): The Government desires:

A bachelor’s degree in Computer Science or in a related technical field such as engineering or science, or equivalent experience.

At least ten (10) years of experience in Windows system administration, preferably within DoD.

At least five (5) years of experience with storage systems and networks.

At least five (5) years of experience providing services to end users, preferably to scientists and software engineers.

Demonstrable working knowledge of Windows system administration including Microsoft Server and Office software, KACE appliances, RAID technologies, ADOBE software support, Varonis, Help Desk, Wiki support tools and the RMF accreditation processes. Working knowledge of ACAS, GPOs (creation, application and troubleshooting), and VMware administration / management is preferred.

Required certifications: Microsoft Certified IT Professional (MCITP) and Comp TIA Security+.

1.4 Intermediate Windows Systems Administrators (IWSA): The Government desires:

A bachelor’s degree in Computer Science or in a related technical field such as engineering or science, or equivalent experience.

At least five (5) years of experience in Windows system administration, preferably within DoD.

At least five (5) years of experience providing services to end users, preferably to scientists and software engineers.

Demonstrable working knowledge of Windows system administration primarily focusing on Microsoft Windows and Office software, anti-virus, Adobe and web browser software, Help Desk, Wiki support tools and the RMF accreditation processes. Experience with VMware administration is preferred.

Required certifications: Microsoft Certified IT Professional (MCITP) or Microsoft Certified Desktop Support Technician (MCDST) and CompTIA Security+.

1.5 Senior Network Systems Administrator (SNSA): The Government desires:

A bachelor’s degree in Computer Science or in a related technical field such as engineering or science, or equivalent experience.

At least ten (10) years of experience in network system administration, preferably within DoD.

At least ten (10) years of experience with Cisco Ethernet switches, routers, firewalls, IDS/IPS appliances, VPN appliances, and McAfee Sidewinder appliances, including network architecture and design.

Demonstrable working knowledge of network architecture and design, hands-on Cisco syste.m administration including CatOS, IOS, firewalls, and VPN appliances, Cisco ISE, McAfee Sidewinder appliances and FirePower IDS, Firemon, Lumeta, Configuration Management, Help Desk, and the RMF accreditation processes.

Required certifications: Cisco Certified Network Professional (CCNP) or Cisco Certified Security Professional (CCSP) and CompTIA Security+

1.6 Intermediate Information Assurance Engineer (IIAE): The Government desires:

A bachelor’s degree in Computer Science or in a related technical field such as engineering or science, or equivalent experience.

At least five (5) years of experience in IS security, preferably within DoD.

At least five (5) years of experience with RMF accreditation process.

Demonstrable working knowledge of LINUX and Windows system administration from the security point-of-view, IAVAs, STIGs, ACAS, Nessus, and NMAP scanning tools, patch validation, the RMF accreditation processes, Help Desk and Wiki support tools. Working knowledge of Department of the Navy (DoN) Application and Database Management System (DADMS) is preferred.

Required certifications: (ISC) Systems Security Certified Practitioner (SSCP), or (ISC) Certified Information Systems Security Professional (CISSP), or CompTIA Security+

1.7 Program Manager (PM): The Government desires:

At least ten (10) years of experience in technical management of DoD IT contracts.

A bachelor’s degree in Business Administration, Computer Science or in a related technical field such as engineering or science, or equivalent experience.

2. DESIRED PERSONNEL REQUIREMENTS REQUIRED AT A LATER DATE IF NEEDED

2.1 Intermediate LINUX Systems Administrator (ILSA): The Government desires:

At least five (5) years of experience in LINUX system administration, preferably within DoD.

At least three (3) years of experience with storage systems and networks.

At least three (3) years of experience providing services to end users, preferably to scientists and software engineers.

Demonstrable working knowledge of LINUX system administration including DNS, LDAP, FTP, NFS, and Apache software, ROCKS clusters and interconnect technologies, NetApp, RAID SAN and NAS technologies, Tape backup and restore, Help Desk, Wiki support tools and the RMF accreditation processes. Experience with and simple scripting and automating processes preferred.

Required certifications: Red Hat Certified System Administrator (RHCSA) (preferred) or CompTIA LINUX+ and CompTIA Security+

2.2 Intermediate Network Systems Administrator (INSA): The Government desires:

A bachelor’s degree in Computer Science or in a related technical field such as engineering or science, or equivalent experience.

At least five (5) years of experience in network system administration, preferably within DoD.

At least five (5) years of experience with Cisco Ethernet switches, routers, firewalls, VPN appliances, and McAfee Sidewinder appliances, including network architecture and design.

Demonstrable working knowledge of network architecture and design, hands-on Cisco system administration including CatOS, IOS, firewalls, and VPN appliances, McAfee Sidewinder appliances and FirePower IDS, Firemon, Lumeta, Help Desk, Wiki support tools and the RMF accreditation processes.

2.3 Senior Information Assurance Engineer (SIAE): The Government desires:

A bachelor’s degree in Computer Science or in a related technical field such as engineering or science, or equivalent experience.

At least ten (10) years of experience in IS security, preferably within DoD.

At least five (5) years of experience with RMF accreditation process.

Demonstrable working knowledge of LINUX and Windows system administration from the security point-of-view, IAVAs, STIGs, ACAS, Nessus, and NMAP scanning tools, patch validation, the RMF accreditation processes, Help Desk and Wiki support tools. Working knowledge of Department of the Navy (DoN) Application and Database Management System (DADMS) is preferred.

Required certifications: (ISC) Certified Information Systems Security Professional (CISSP).

2.4 Information Technology Engineer (ITE): The Government desires:

At least two (2) years of experience in IT engineering, preferably within DoD.

At least two (2) years of experience maintaining printers and supplies.

At least two (2) years of experience providing racking, cabling, labeling and documentation for enterprise IT.

Demonstrable working knowledge of cable termination and testing, enterprise IT documentation, Help Desk and Wiki support tools.

2.5 Scientific Computing Specialist (SCS): The Government desires:

Advanced degree (M.S. or Ph.D. or equivalent) in computer science or in a related technical field such as engineering or science.

Knowledge of atmospheric science is preferred.

At least five (5) years of experience with scientific computing and software development.

Demonstrable working knowledge of computational issues in scientific computing including MPI, OpenMP, parallel file systems such as Lustre/GPFS, shell scripts, parallel schedulers (such as PBS or Slurm). Candidate should have experience in developing, assessing, troubleshooting, and optimizing parallel scientific codes and have experience in Fortran (traditional and object-oriented) and Python, Git version control, Linux computing environment. Candidate with knowledge and expertise leveraging debuggers and profiling tools to perform holistic performance assessments are preferred. Candidates with experience with GPU offloading (using either OpenAcc or OpenMP 4.5) and with a range of compilers (cray, intel, clang/flang) are preferred.

2.6 DevOps Engineer (DE): The Government desires:

A bachelor’s degree in computer science or a related technical field such as engineering or science Knowledge of atmospheric science is preferred.

At least two (2) years of experience as a DevOps engineer supporting software development lifecycle automation.

Demonstrable working knowledge of the software lifecycle and its applicability to DevOps, encompassing management of continuous integration/continuous delivery pipelines, containers and container orchestration, configuration management and issue tracking, as well as software design against requirements specifications. Candidate should have knowledge of Git version control, CI/CD pipelines (Jenkins, GitHub Actions, or ArgoCD) especially with compiled languages, testing frameworks, shell scripting and Linux command line interface. Experience with Kubernetes, Singularity containers, and SQL are preferred.
